No, I mean when this character appeared, there was no mention whatsoever of either Darkseid or Apokolips, basically making this version of the character not part of Darkseid's Elite(in the DCAU at least). Also, sorry for taking so long to answer this question, I wasn't online for awhile after posting the question.
Well, when Kalibak appeared on the JL cartoon, there was no mention of Darkseid or Apokolips, so technically it's a correct answer. But I'll take another guess: Glorious Godfrey?
And the funny part of that is that he's exactly who I was thinking of when I made the "CuCr Revenge Squad" comment. I guess somethings are too obvious. But I bet he'd be after me first.

Godfrey was exactly who I was looking for. Thread's all yours. Though Kalibak being somehow affiliated with Darkseid was made very clear on JL before the Supeman Revenge Squad episode(I love the Kalibak/Lobo fight from that :-D as well as the Vandal Savage stuff in the future with Superman).

I've never heard of any of these characters, but Speed Demon seems too obvious an answer, and Quicksilver is the only other speedster I can think of in the Marvel U.

Yup, Orin gets it. Speed Demon (from Showcase #63) and Jack B. Quick (Justice League of America #87) were parodies of Quicksilver as a member of the Avengers; Pterano Don Juan (Showcase #65), as one of the Brotherhood of Evil Mutants.

In this dream, Wally got a speed-suit from Fastbak, Krypton was never destroyed but Kal-El became a Green Lantern instead of Superman, Wonder Woman was perpetually fighting Nazis, and so on. Bruce Wayne was a retired old man, but Batman and Robin lived on. Who were Batman and Robin?

Kalibak's first appearance on Justice League was in the episode 'Twilight', wherein Darkseid and Brainiac team up to take down Superman. Darkseid, of course, betrays Brainiac, only to take a beating from both Orion and Superman before Brainiac's asteroid field headquarters blows up.
As for the memory bit, try some ginko biloba.
