I play alot of Masters teams.
Cowl doesn't see alot of play from me in small point games for two reasons.
#1 I have Zemo, who while not the best figure in the game, is better than Cowl in almost every respect. (He's not a flier, that's her only plus over him imo)
#2 There aren't enough Masters from her version of the team for me to make a theme out of.
In large point games (600 minimum), she's my backup Inspiring Commander. While Zemo runs around with Shocker, Executioner and the rest of the troops on the front lines, I keep Cowl in Back with Boomerang and Klaw.
She's Boomer's personal Inspiring Commander/taxi. Trick Shot and AP on Boomer, Trick Shot on Klaw.
Boomer attacks twice with her Insp. card, Klaw only attacks on the turns when Boomer is clearing since he's more expensive than Cowl, this is kinda nice, having a constant artillery barrage.
Cowl also moves Boomer away if someone get's froggy and tries to base him.
The only other way to play Cowl that I know of.... put her figure on the old Vet Ultron base from Infinity Challenge.
Actually if Songbird T-Bolted to MOE couldn't she has access to Insiring Command?
No they require the same team symbol to be Inspired.
I play lots of theme teams both for fun and competitively and I tend to find that even the underrated figures will find a purpose.
For Crimson Cowl, if I felt like ICWO I would but most of the time I don't use that card anyways. The reason why she's an awesome Inspiring Command piece is her mobility. By tacking Inspiring Command and Nanobots, you can ensure that she's moving around frequently to your pieces as well as to objects to heal back to her leadership.
Quite frankly you wouldn't be using her for attacking anyhow and she can freely move away from enemies if you use ICWO Defensively.
That 95 points means you have one of the most mobile Inspiring Commanders in the game. Because she's mobile she lends herself really well as a fast getaway for your MoEs.
Figures like White Queen V and Crimson Cowl aren't useless. They just don't play like your other pieces and might "appear" as though they're not pulling their weight. But with the introduction of feat cards many characters now have a purpose in gameplay. Even Princess Python R.
Inspiring Command requires that figures have the same team symbol; Thunderbolts only grants you a team ability. It's like being someone's guest at the gym; you can use all the equipment, but they don't allow you into the members-only steroid locker.

R Executioner or R Radioactive man + AP
Say hello to a phasing anywhere, inspiring command, nanoboting taxi and a nasty, cheap, beater.
She's definately never going to be a gamebreaker but she can be fun.
EDIT: Also, can a MoE Inspiring Command a MoD? If so, then U Cowl and E Klaw w/ trick shot make a pretty sweet team.

No, MoD is not the same team symbol as MoE. But MoE Klaw is equally as effective for the Trick Shot.
I had heard somewhere that Brilliant Tact works from MoD to whatever team they are mimicing so I thought that perhaps it worked with IC as well.
MoE Klaw is 10 points more than Crimson Cowl, thus, cannot Inspiring Command him, unfortunately.

I'll take Crimson Cowl over Zemo as a BT any day. Flight and Phasing come in handy, since not many MOEs have either one (with Moonstone and Executioner as exceptions)...

I remember the first time I played against Zemo I was scared because he was a whopping 90 points and I had never seen his dial. I shot him (I was playing Maurauders and Reavers-- I used Skullbuster, I think) for 3 damage, scared of what new power he was gonna get. Then when I saw he had 14 defense with no damage reducers, I was confused, but I pushed Harpoon to hit him for 3 more because I was so scared what power he was gonna get.
Then Zemo was dead.
Granted, Zemo probably shouldn't be played out on the front lines like that, but still, we all laughed when he died.
I guess you could say WE were the true Masters of Evil.
Actually. Now that I think about it, I think I got scared the same way when I saw the 80 point Crimson Cowl. I thought I was gonna blast her right onto her 'Sweet Clicks".

I love White Queen Vet, she is so bad yet always seems to waste.
I used her in a battle once and she actually wasted, she sat in the background for the whole game being the leadership queen and then ran in at the endgame when noone could hit 17 defense.
That gives her a pretty good attack at 10 (for taunting), and makes your opponents deal with this figure. Cowl could be the perfect tie up piece, because it really would not matter if you lose it.
