what exactly do you mean by that? soaring can be outwitted? i'm kinda new so go easy on me
Hey, no sweat 11B! Just reread your Powers and Abilities card (hopefully you have the newest one, from Danger Room, but it should be written similarly on any PaC): "Instead of a power, you may choose to counter an opposing flying character's ability to soar..."
I'll try to explain it the best way I can , someone else probably can do it better but I'll try. Outwit cancels powers and abilities ( not team abilities though ) . Power cosmic says powers can't be countered but soaring is an ability .
Let me find the strength to cut back on this game!

wait!!!! how is expl. weakness not countering your impervious for example arent you countering his ability/power to roll for it???
Remember, Impervious' roll is not like Super Senses. With Super Senses, the d6 roll is to see if the character evades the attack(turning a hit into a miss). With Impervious, the d6 roll is only used to determine how much damage is reduced (either reduced to zero or reduced by 2). Impervious does not evade attacks, it just says the character is so resilient that even though it gets hit, it might not take any damage no matter how big the attack.
PsyBlast and EW do not counter damage reducing powers, they merely ignore that the powers are there (the attacker uses mental powers that no physical toughness can protect against, or the attacker finds the chink in the opposing armor). The 'penetrating damage' cannot be reduced by Tuf/Inv/Imp, but the power is still on the target character. To demonstrate:
1 - A PB/EW character uses one of those powers to hit your Impervious character for 2clix, and after that your fig still has Impervious. The next character to attack would have to deal with that Impervious, or you could possibly roll to reduce that next attack's damage to zero.
2 - A character with Outwit counters the Impervious on your character, and hits your fig for the same 2clix, to that same spot down the dial where your fig's Impervious is still showing. Since the Outwit character still has Outwit, that Impervious is still considered to be countered, and the next character to attack can apply its full damage when hitting your character, as your damage reducing power is still treated as if it is not there.
ok thanks, someone used it against me at the marquee(Karnak to Thanos) and the judge did a piss-poor job of explaining it, but now its making some sense

The TICK
The ability of a flier to soar is not considered a 'Power'. If you read the PCosmic TA, it states that its members' "powers" cannot be countered. So, you can't Outwit SSurfer's Impervious Power... but you can Outwit his ability to soar.
Keep in mind though, that countering the ability to soar is not the same thing as giving the target Earthbound. Under the power's description, you would give a character a click of damage if it gained E-bound while soaring... the same is not true of Outwitting soaring. When you Outwit soaring, per Outwit's description, you merely lower the target to soaring level (there is no damage involved).
