If I remember right in the early 300's of his series, when Steve Rogers was also working as the artist of the Captain America comic, he got a check from the government having to do with his service and not being discharged.
He turned around and spent the money setting up a hotline and a computer corp kind of like the newsboy legion (whatever it was called that helped Superman), specialized van, etc. with the money.
