Time to revive and refresh with another movie to guess!

The man quickly finds himself on the run from these secret police, befriends a man and woman to join his cause and fantastic cinematic rooftop battles ensue. It is eventually discovered that the "secret police" have kidnapped/entrapped humans and placed them in a "maze" of sorts. Our hero's job is apparent - he must free the enslaved and wake everyone up from this "nightmare" of sorts that the "secret police" have been running. The hero is able (via a plot device) to learn superhuman skills instantaneously with the help of an "injection," and uses his new found powers to save the day, only to realize he's not completely free and clear yet of the "secret police" yet.
Other facts
At the time it was filmed, the underground world depicted in this film required the largest indoor set ever built in Australia.

Dark City predates the Matrix by 1 year, and shares many reality bending themes.
Also, I just found this out today while researching Dark City - many of the sets from Dark City were later used in... you guessed it - the Matrix!
If the movies weren't filmed so close together I'd have accused the Matrix of blatently ripping off DC, but with the timeframe both were produced it seems unlikely. Any visual similarities are likely due to the sharing of the sets. Any story similarities are just that.

this 1993 movie is about a man who marries a hooker, steals cocaine from her pimp, and tries to sell it in Hollywood, while the owners of the coke try to reclaim it.
