I don't think so. The rules say the power has to show through the stat slot. The Toughness gained from Force Field does not show through the stat slot.
Take a look at the Marvel OHEAC under Force Field and notice the wording.

And feats are assigned when the force is constructed. You can't assign someone a feat in the middle of a game. And for the third time, the rules specifically state that the power has to be visible through the stat slot in order to meet the prerequisite. While a character with Force Field gains the Toughness power, it is not visible through the stat slot and, therefore, does not meet the prerequisites for feats that require Toughness.
Where's hair10 when you need him? After all, he was the one who made this ruling...
Speedster, the bottom line is that when a feat grants a character a power (Force Field, ICwO, Squadron Supreme, and Lazarus Pit are the examples I can think of off the top of my head) that power is considered to be on the character's dial while the prerequisites for the feat are met. So a Force Field figure is considered to have Toughness showing on the dial when the prerequisites for the feat is met.
The recent "have/use" terminology has not changed this: it has been made clear that retired sets will not be errata'd to match the updated wording. So the old Oracle/Brilliant Tactician combo is still going strong... in Unrestricted that is.
You might also find it interesting to note that a power gained for all practical purposes is on the dial and can be individually outwitted. So you could outwit the Toughness gained from the LazPit feat even though its not actually showing on the dial.
This is the same ruling we got for the SupeEnemy TA before it was changed to a USE power in LoSH.
If you want to follow all the words you will see that Outwot requires you to POSSESS the power.
You will also see the definition in the LoSH glossary p. 52

Yep, not a problem. As long as Harley met the prereqs to be assigned the card in the first place (I think both the V and LE have Perplex and Outwit), that would be legal.

Think of it like using Shake-Off on Emperor Joker or Double-Time on Shazam. With the few items listed above, the power IS put on the dial.
I can assign Mental Shields to a Defender with Willpower and slap on the Squadron Supreme card. If that guy uses the TA to get MC on a click without WP, he can use the Metal Shields feat as MC is considered to be on the dial.
