The Judge is the absolute authority at events. If the judge suspects that a person may be getting a non-randomized result from their dice they may make whatever correction needed to ensure that the match is fairly played.
As a Judge and Player, I think that anyone that is trying to bias a die roll is just plain pathetic .. A. It doesn't always work B. if you can't play the game honestly why are you playing.
In my opinion, though, the "hand dump" is just as randomizing as anything else given that the table is firm enough and the distance between the hand and table is sufficient to produce "action" on the dice.
the judge should be able to make that call without anything in a rule book. There are probably lots of things that are not in the official rulebook but can still be considered cheating
open palm sliding dice on to the table. Had a friend once that slide the dice off his open palm and they would only roll once or twice. He didn't always get high rolls but it was enough to make me wonder. I think that the less times the dice roll, the fishier it seems.
The boards that are layed down for the map area at the venue I play doesn't allow much bounce. So if you have fairly square dice, they don't roll much, once they hit the surface. This is just an obsevation. The shape of the dice and the surface you use, can effect how much 'rolling' occurs after leaving your hand.
ive just been using dice that have 2 sides with "6" instead of "1".
no ones seemed to notice so far so its been pretty good.
seriously tho. theres plenty of ways to roll a dice so its random. as long as it rolls, i see it as legit. if the rulebook told us how to roll the dice, it would get really really lame. just want to say that

Unless he is changing the shape and weight of the die by pinching it (like Data did in a Star Trek episode), I can't see how he was doing anything that would help him in his favor. If he was still dropping them on the table from a suitable height and the dice bounced and they still landed as a 6 its just luck.
It's about repeating the same motion and maintaining the correct height above the table to ensure a consistant result. That's how DATA kept winning he did the exact same roll every time and thus eliminated the probability of any other result.
If the judge suspected that something was fishy, then he does have the right to ask for a new technique.
Agreed. That's what the judge is there for. Last time I checked there wasn't any section in the rulebook about cheating either.
I've seen the dice drop technique several times and while it isn't 100% effective it definitely reduces the randomness of the dice rolls. That's cheating.
I know the guy who rolled the dice like that, actually, and he was very frustrated about it...I think that the judge may have overstepped his bounds a little, unless the player was consistently rolling boxcars or just what he needed to hit.
As far as the player himself, I know him well enough to know that he's not fudging the dice- that's a skill that takes practice, and I don't think he has the time or the inclination to do so.
It's easy to understand that most judges are NOT going to want people thinking that some of the players are manipulating their dice rolls.
People can get somewhat quirky with their dice... superstitious perhaps. Maybe that's where the frustration comes from but at some point you have to see it from the other side of things.
It would be bad enough to get hit by 4 out of 5 attacks. It's even worse when the other guy has some wacky technique that they insist on using.
When it comes to dice, players have to be willing to make concessions for the sake of the playing environment.
If they're not doing anything hokey, well, should it really be an issue?

I would suggest that if you hold two dice, 6's up in your palm, and then roll them sideways, you might reduce the tumbling and be more likely to end up with one of those 6's.
Any situation where you actually situate the dice in your palm would be totally uncalled for in a game based on random rolls.
Really, i pity those who learns the most efficient dice rolling technique AND those who rigs their dice/rigs others dice. I mean, this is just a game for casual fun, i can accept the cheese, but this? this is just lame, i mean, get a life if you do rig dice.

Data is also a cyborg, and can do stuff like this. For any human being it would be impossible to recreate die rolls.
