Although that definitely looks like Dagger, the guy behind her looks a lot more like Exodus than Cloak. Mimic for sure. Weapon Omega maybe?
Have we ever seen Cloak without his hood up? I think it is Cloak, he got a minor push in Civil War AND House of M, I've been waiting for them to capitalize on that.

Cloak and Dagger? Seriously? That's a pretty stupid fit for an X-Men team.
Not really that much. There is not just the long-standing explanation that they were latent mutants whose powers were kick-started by drugs (But remember kids, drugs are bad!) I can also recall a New Mutants cross-over where the pair were offered a place at Xavier's School (Which they turned down, but hey, it shows that Xavier has shown interest in them before, dating back as far as the mid-80s...)
Not that I'm condoning the addition of "Dark" to titles to make them cool....
I find it interesting that Xavier is there, though. It would kinda tick Scott off for Emma to work with him since they aren't on speaking terms. Xavier has always wanted Mimic to stay an X-man, so I'm kinda excited just to see what someone else can do with him.
How does Weapon Omega keep the suit? I think the new Xavier possibly has something to do with that. He uses his powers a little more lax than usual. I just don't understand why Daken is there. His only connection would kinda be Xavier and they're not exactly the best of friends.
Seeing that Xavier is here and Gambit will rejoin the X-men later makes me worry for rogue now. I guess they may actually make her evil again.

It has less to do with them being mutants and more to do with them not usually being associated with a team. Much like Spider-Man or Daredevil joining the Avengers, it doesn't really fit their usual methods of operations. I know Spidey is on the Avengers now (doesn't mean I have to like it), but there are characters who just wouldn't seem to fit the team dynamic as well.
I do like Cloak and Dagger though, and I suppose since they probably couldn't hold on to their own title for any lengthy period of time, this would be the only way to see them. I guess I was hoping they'd just do another guest appearance in Runaways.
Maybe. We don't know if that's Wolverine or Daken, though the three-claws hint that it might be Wolvie. And I already provided a rationale for Wolvie to be on this team instead of Scott's.

As for Cloak & Dagger: they are mutants. They should be used more. They are what MAKE this team.
Am I the only one thinking that this team looks awesome? Well, I do.
And as for the "Dark" thing getting old: IT JUST STARTED!! We are at the beginning of a crossover called "DARK REIGN". Did you expect it to be over already? Jesus.
