Never thought of the EE aspect. Kinda neat. Tons of candidates that could make good use out of it, too: I kinda wish I had used it when I played M&M Gambit earlier today.
Since Dr. Doom is on the card art, I like to try to use him just for kicks For example...
One of the biggest complaints about 2099 Doom was his short 6 range (even though it is dual targetting): slap ER on him and only you got a 9 range on those first two clicks!
LE Victor Von Doom is cosidered relatively inferior to the starter version (even with the Intomitable) and can see why some would say that. However, he's also got an dual 8 range with a 3 damage and Perplex to go along with all that EE on the dial. Perfect for ER.
And E Dr. Doom from CT was always kind of in the shadow of the monstorously good Vet version... but ER can breathe new life into his EE clicks, too!
Yep, pretty much the go-to figure for that combo. In a high point game actually pulled off a MC on Vet Icons Supes, Exp UNL Black Adam, and Count Nefaria (opponent thinking they were safely out of range and behind a wall). Poor N'astirh practically imploded from the feedback, but the results were hilarious. Black Adam ran back, nailed the medic, ran back into the fray, and (in the old rules days) "forgot" about his Impervious. Nefaria then wacked Adam off his good clicks, moved to an inconvenient location, and then "forgot" about his Impervious. Supes then wacked Nefaria off his good clicks, then ran into the shooting gallery and "forgot" about his Impervious. A couple follow-up range attacks on Supes and the team was gutted.

That tactic was made for these 2 guys. With Kang being the most cost effective if doing Extended Range and Armor Piercing.
Arkham Lightning Lord brings 3 target EE and wildcard team to the table for Kang's cost (-1 attack, but that can be dealt with). IC Boomerang is probably the top dog from the budget contingent, also bringing 3 target EE to the table for just 44 points (no Running Shot, but you can't have everything).
One of the character's I've been dying to try ER on is Psycho-Man.
Thanks to his special powers, on his first click he can triple target at 8 range with MC and take no feedback damage. With ER, now he is doing all that at 10 range!
Yeah, it is only his first click that he can do all that, but dang that'd be sweet if I could pull it off!!!

I want to try out Psycho-Man, period. Then again, that goes for a lot of figures.
It might be easier to team him up with some Doombots and a Guardsman or two if you want to increase his range though... But ER is certainly a budget alternative.
I hate to rain on everyone's parade for EE but, it seems like it does not work.

Choose a character.
Before making a ranged combat attack, the character's range may be increased for the duration of the attack by a number of squares up to its unmodified damage value. For each square the range of an attack is increased, decrease the damage dealt by 1 (after all other modifiers and replacements) when resolving the attack.
ENERGY EXPLOSION Give this character a ranged combat action; this attack can target only characters. Compare the result of the attack roll to the defense value of each character adjacent to a target of the attack to determine if the attack also succeeds against it. Each character successfully hit is dealt damage equal to the number of times it was hit by this attack (characters adjacent to multiple targets might be hit more than once by this attack). A critical hit with this attack automatically hits the target(s) of the attack and any characters adjacent to the target(s), and deals 1 additional damage to all characters hit. If a character
successfully evades, it evades all hits by this attack.
Because we are talking about damage dealt, it seems like it will not work.

I hate to rain on your parade, but the current wording of Extended Range is :
"Before making a ranged combat attack, the character's range may be
increased for the duration of the attack by a number of squares up to its unmodified damage value. For each square the range of an attack is increased, decrease the damage value by 1 (after all other modifiers and replacements) when resolving the attack. An attack using Incapacitate does not place any action tokens on the target."
(can be found in the Player Guide, which contains the current wording of all powers, team abilities, feats, special powers, etc.)

You might wish to consult the errata. Extended Range actually reads:
Replace the text on the card with:
“Before making a ranged combat attack, the character's range may be increased for the duration of the attack by a number of squares up to its unmodified damage value. For each square the range of an attack is increased, decrease the damage value by 1 (after all other modifiers and replacements) when resolving the attack. It works just fine with EE.
Oh yeah that defintely works. There is a huge difference on damage value and damage dealt.
As for its use with multi-target mind controllers, it is too bad we cannot stack it with mental shields for an even cheesier tactic.

I plan on trying it tonight with Doctor Destiny. Bumping his 6 range to an 8 will definitely help him out and with his SP, it might yield some decent results.
DREAM MANIPULATION: Doctor Destiny can use Mind Control as if he had . When he does, he takes no damage due to the point value of a successfully hit target if it had at least one action token when it was hit.
Add Indomitable to the mix and it has the potential to be quite destructive.
I didn't go to Harvard or Yale but I can kick a man in the crotch as well as any other.
