Why is Anarky being based by someone who isn't charging him as part of the same action?

Without range, the only thing Anarky brings to the table as a threat is the Outwit (and possibly the TA, for wild cards). I may be biased on account of several recent maps (Arkham Asylum, Fountain of Asgard), but I've found his smoke cloud to be nearly useless, having only encountered a single instance in a single game where it was useful.

Quite a few reasons.

The initial attack could've failed.

The opposing figure might not've had the movement to attack that turn but wanted to block Line from Anarky.

The figure might be a Mystic or on it's last click and may be needing to get ko'd to activate the Suicide Squad, Fantastic Four or a few other things that could help out the opposing player.

No mention of Toro and his damaging smoke cloud. I know that Night Shade's is better but with his at the end of the dial with weak attack it comes in handy, esp. with the aforementioned effect of tying down a certain speedster.
