Not to be nitpicky but does Steal energy need to be present when the attack is made or when the damage is dealt? Off the top of my head I can't think of how this could be different but if for some reason I gained Steal Energy between the attack roll and damage dealing could I heal?
I would say when Damage is TAKEN (the clix dial is turned).
However, there is that silly Flurry rule in the PG that just makes things more complicated then they need to be:

The problem with this is Steal Energy in non-optional.
I would tend to agree with you...
However, looking at the actual example sighted I dont think it would work that way because Steal Energy would not be available to use when the figure is taking the DAMAGE.
Outwit wont leave the opposing dial until the taking of damage is completed, which will be too late for Steal Energy to trigger.
But I do see potential where Steal Energy could kick-in like Zombie Hulk and Flurry if the Outwit was preventing Steal Energy on the first attack it might be rendered useless by the second attack.

Well in that case the PG entry is pretty clear : the use of Steal Energy on the second attack is impossible, since it was countered at the time the action was declared and the first attack was made.

Steal Energy is non-optional, so it must be in effect for the second attack. The PG entry talks about optional powers.

I think Steal Energy would be similar to Combat Reflexes (the decision to take knock back is made after the attack roll due to the wording of the power.) If the character has Steal Energy when the opposing character takes damage, then it activates. Now this is still before the opposing character clicks, but if some effect gave the attacker Steal Energy between the attack roll and the opposing character taking damage, then Steal Energy would apply.
