The Beam Rifle Arbiter? He's fun, but can only mobilize figures costing 86 points or les. I want to run him with Spot and Nightshade though.

Another concur here for Ghost Widow from Indy (CoV).
Vet Shi is awesomely good for her 47 points if Ghost Widow isn't an option.
LotR Legolas is the best choice for a main character, but not sure why you were so dismissive of the idea of horde tokens. Depending on points you are using, a small stack of never-stay-down horde may be an unbelievably "broken" option.
Did you post somewhere the points you're talking? Big Figure from Watchmen would be a good alternative if you had to cut pts. (and yes, the Watchmen is definitively not DCU, just was published by DC)
If there was a need for a lower cost DC character, OOTS Batman and AA Question both spring to mind as always thrown around in the broken category.
Cosmic Spidey for Marvel, but yeah, I think you are more on the mark with your Nightcrawler choice.
I really don't think Metron is Broken. Just efficient. Weird thing to say, I guess-- but he has enough weaknesses (low AV and Damage, no move-and-attack) that even though he's a tourney-winner, I don't see how I could call him Broken.
I know it's subjective, but for HALO, I've go to
go with:
Jackal (Beam Rifle)
9 Range, Stealth Psy Blast, that has a 33% chance of ignoring
walls and blocking terrain? All for 50 points?

As for LOTR, there are some good choices. Legolas is definitely in the running, Gandalf is insanely good, with a great dial progression.
If you are throwing in Epic Actions, you cannot get much better than Aragorn. 75 points and give your entire team (basically) the ability to free action move with L/C? I have seen this cause havoc on more than one occasion.
Thanks everyone! Every response since last night, starting with silversurfr77's, is exactly the kind of thing I was looking for. I'd totally forgotten about Ghost Widow, and since I don't really play or know that much about Street Fighter, the Akuma/Evil Ryu "debate" is helpful.
Like some of you have said, I don't think any of these pieces in and of themselves is necessarily "broken," the closest being Nightcrawler and Zenhattan but they're all spoken of this way. Like Ignatz said, I certainly don't see Metron as broken, just very efficient.
The guys, there's a couple of them at my venue, that I'm trying to prove something to are convinced that if they just play the "broken" or "awesomely good" pieces they should automatically win. They don't seem to grasp it's important to have strategy, a gameplan, and that how pieces on your team interact with each other is key. This is what I'm going to try and show them.
For my purposes, I'll probably go with Chase Cammy from Street Fighter, 'cause she's the one I have, and look into the HALO options. I'll leave LOTR til last, and see what the points come out too on the others, before I decide on Gandalf, Legolas or Aragorn. If I have a small gap to fill, I'd throw on the Question.
Fortunately, these guys are always trying to get people to play 1000+ point games, so it shouldn't be a problem.

When it comes to Superman and Batman, Grant Morrison is nothing but a 50's cover band in a 70's psychedelic funk style.
The closest thing to 'Broken' within the Halo set I can think of is the Beam Rifle Jackal. Everything else isn't really bringing 'ZOMG BROKEN' to mind for their costs.
LoTR-wise, Sauron. He is technically part of the main set...
I don't even think Zenhattan is worth his points. I overlooked him on the list because I mentally put the colossal in his place (who is pretty broken).
I consider Nightcrawler broken for the kidnap move. I haven't seen General Raam in use, but he *looks* broken, and figures are usually more broken than they appear.
ER is really good inside of the Street Fighter universe, where EVERYBODY shares the same keyword (Martial Artist).
Outside of SF-only, I'd take Akuma.
That was the whole premise of my statement. Sorry if I didn't make that clear. My previous statement was a long explanation of why ER is dumb in Street Fighter Only, and the counter was that Akuma was better. Two different arguments, I suppose.
