OK. We have posts by you, Q and Vlad in mid-June saying Strange and Pulse Wave would work. We have posts by Harpua in July saying it won't work. We have now a post by you in August saying it will work. Going by the "time stamp" rule it works, but have ya'll discussed this in the cave and agreed on it?
It is what was consistently ruled at Gen Con (as far as I know).

Simple. PW daws LOF. Concentrate on One Projection does not. Anything that would be in a "normal" PW would have LOF drawn to it and anything that his hit thanks to Concentrate would not.

To the latter point,
Game effects are ignored for characters with LOF drawn to them. Strange's power doesn't let you ignore LOF for that purpose, since he is not then doing one of the things listed in his power.
Damage is determined by how many characters had LOF drawn to them. Again, ignoring that LOF requirement isn't covered by the things for which Strange can ignore LOF.
Since the tagged figure never had LOF drawn for those effects, does he not enter into these effects?

On the "tagged" figure also being a target, yes.
On how the effects of PW that are explicitly based on having that LOF drawn to you work, no.

SUMMON ASGARDIAN BLIZZARD: Characters with the "standard damage" or "tiny size" symbol can't target characters 7 or more squares away. Modify all other characters' speed values by -2 if they begin an action within 6 squares of Thor.
This would stop Dr. Strange from committing to his astral attack right?

As long as the tagged figure is 7 or more squares away, yes.
