But what if you were taking on somebody like a 300pt sm001 Superman who has imperv and can dish out 5 damage unmodified? Would you try to outwit him, or would you try to take on an HSSer like that diffently?
I would outwit his HSS, then hit him with a psychic-blaster so that his Impervious is ineffective. This is assuming he doesn't have the Gauntlet, but he probably will.
In which case zap him with a running-shot pulse-waver, like Genis-vell or Silver banshee.
Just be sure to have a probability controller nearby, and a perplexer if possible, to better your chances. Best one for that is Scarlet Witch from the Chaos War fast forces set.

Against him specifically I would rely on Outwit most likely. His range is 8 so your Outwit outranges him.

jtallday- Jon I wouldn't challenge you if I wasn't sure you are wrong cuz I don't have that kind of energy.
even with high movement if they want to hide from you they have to come, hit and run again, if you pull them its gonna be harder for them to hide and you can shoot them (remember that with HSS the range of their attacks comes to half)
2.- hide from them
stealth is always a good choice because that way you limit the attacks to melee ones, that can help you to pull them to you (rule 1)
3.- do not let them hide
if there are walls or blocking terrain where they can hide blow them up, breaking the terrain is part of the game and an strategy we tend to forget about
4.- never understimate the power of outwit
if you can outwit him always go for the HSS, pulling him to you will give you an edge on positioning yourself for the outwit (rule 1)
5.- move wisely
if you are not dependant on being adjacent (defend or bonuses or such) spread your pieces so he gets targets, but, try to stay within range of your own pieces so if he misses how to position himself you can take advantage of it
6.- dont be afraid to push yourself
sometimes you will have to push to take advantage of the enemies position, dont be afraid to do it
7.- dont overuse rule 6 xDD
if all your pieces have 2 tokens and you havent landed a hit on the HSS enemy, THEN you will become a sitting duck
Wildcards + Mystics can also be effective, especially in the IG environment. Star Boy has the ability to at least slow people down if he can get hidden in range, he has TK, and he has a number of friends with penetrating damage and range that make people's lives difficult. Add in a Mystics character, he can be quite the deterrent.

Alot of times HSS players will over extend or go in for a reckless kill because they can retreat. Sometimes I find sacrificing a character on the edge of there range to force them to over extend and end out of position. Also trying to force them into close combat will limit there retreat. Never leave a piece in range of their hss ranged attacks, they can retreat farther
Mystics is great, but if he has the IG on it gets diffcult. The best way to take him on is to find a way to hit him so he only takes 2 damage, then he is off his HSS clicks and even if he uses his power and take 1 unavoidable, he is still on the clicks with no move and attack. after that try to burst him down 4 clicks or so and he wont be much of a threat.
Also the UB lets you stop a character using team abilitys, so if you can get rid of his power cosmic, you can outwit hi and go to town
Death trap is one of my favourite. Place you character out of range, force him come to you (ofc, this only works if you have scored more points than him) than corner the bastard and kill him with everything you got. But the sickening piece of sadness from WK part FF: The Flash due to that.
