Pulse Wave

All game effects possessed or used by other characters with a line of fire drawn to them are ignored until the action has been resolved. If ignoring a game effect would cause a character with a line of fire drawn to it to no longer have a line of fire drawn to it, then it is not ignored. If lines of fire can be drawn to two or more characters, this character's damage value becomes 1 and is locked. Make a single ranged combat attack and compare the attack total to the defense value of all other characters with a line of fire drawn to it; each character hit is dealt damage.
Drawing LOF is up there, making a ranged combat attack is down there.
And there are some effects out there which will block all LOF, not just attacks. And if you can't draw LOF at all, then PW can't ignore that character's effects.
For example:
THE HAND
Keyword(s): The Hand
Cost: 7
When it is not your turn, lines of fire to a character using this team ability are blocked if this character is adjacent to a wall or blocking terrain.
This just straight up blocks LOF. No LOF for PC, no LOF for attacks, no LOF period when it is not your turn.
But the actual attack in PW does not occur as soon as you draw LOF. You do a lot of other stuff before attacking. Halve range, ignore effects, potentially lock damage, etc.

Am I to also conclude then that if I use TK with A being an opposing character with Shape Change that Shape Change is NOT rolled because when A is targeted TK is not yet an ATTACK?
How about Leap Climb vs Shape Change with LCs ability to target a character at a Different Elevation does that happen before the Close Combat Action turns into a Close Combat Attack meaning no Shape Change roll?

TK becomes an attack if A is an opposing character so Shape Change still works.

Leap/Climb simply modifies the rules for close combat attacks. Shape Change happens as usual.

Shape Change functions normally. Heck, if PW didn't ignore powers first, it too would trigger Shape Change.
I have been trying to explain this to my judge for ever. Some "Old school" players just blurt out that pw ignores everything and there for it must see through the hand ata and scarlet spider's trait. People that do this clearly are not reading the updated rule books or players guides.
It's pretty frustrating when I dump money into a product in attempt to use it they way the people who have made the product say that I am entitled to and them I am told that I AM WRONG!

Point them to a relevant thread. If you have a tablet or a laptop you can even show them in person. If they still refuse to follow the rules and the TO/judge/store owner is unwilling to correct this, then you can either quit or suck it up. Personally I would quit and would make sure to let the store owner know the reason. Nothing like losing money to make the venue owner step it up.
He will be Targeted for Pulsewave, you Draw Lines of Fire first and when the attack is made all his game effects are ignored. It specifically says for attacks and yes pulse wave does consist of an attack but not until after drawing lines of fire.

I mean I know stealth doesn't work but that's because it ignores hindering terrain

Did you read what you quoted¿
It says if I have drawn lines of fire to a character (which I did with Scarlet Spider) and then when Ignoring powers he would NOT be a legal Target (well let's look at his ability, nope ignoring keeps him a Target even better) then the power is not ignored.
That paragraph was so that characters such as those that have Giant Size ability and the Pulse Wave was on an elevation not on the edge will still Target this characters. Also characters that Perplex up the range and then become targets will not have their power ignored and will stay targets.

How is that? Shape Change requires being a TARGET of an ATTACK.
The point of my question being that the TK TARGETing happens way before TK is an ATTACK according to the above ruling.
The timing of Targeting and when things are ATTACKS is what is at the heart of the question.
I still think that PW is an Attack from beginning to end like Leap Climb Attacks and TK Attacks.
(note: that Leap Climb effects the targeting when it is still just a Close Combat Action much like PW as in the question it doesnt become a Close Combat ATTACK in theory until after the targeting.)
