You must completely resolve one action before you begin the next action.
If you give a character an action to move, then it must move and cannot do anything else until it is done moving. There is no quasi-time between an action being declared and an action beginning.

BREAKING AWAY
If a character occupying a square adjacent to one or more opposing characters is given an action and attempts to move, that character must successfully break away before it can move, as shown in Figure 8. To break away, roll a d6. On a result of '3' or less, that character fails to break away and can’t move; resolve the action immediately, including assigning that character any action tokens for that action. On a result of '4' or higher, that character succeeds in breaking away from all opposing characters adjacent to it. Regardless of any game effects, a d6 roll of automatically results in a character failing to break away, while a d6 roll of automatically results in a character succeeding in breaking away. Only one successful break away roll is required to move away from all adjacent opposing characters or other game effects that may require break away from that square. Once a character successfully breaks away, it can move through squares adjacent to every opposing character or game effect from which it broke away; but ends its movement as normal if it becomes adjacent to an opposing character that it did not break away from this action.

IMPROVED CHARACTERS
Improved characters possess combat abilities that allow them to move more freely or enhance their ability to draw lines of fire. Improved characters are indicated by a +
on a character’s base. An Improved character may possess Improved Movement (), Improved Targeting () or both. The character card will indicate which combat abilities the character possesses and will list the symbols indicating how the character uses each ability.

Improved Movement
A character with the symbol uses the effects indicated by its character card. Improved Movement activates whenever the character moves.

EDIT: I am only stating to quote the entire rule/power when referencing something. I am not arguing 1 way or the other.
Nope thats it exactly which is where my confusion is coming from.
1. Improved movement is possessed by the character NOT ACTIVE. IT must be ACTIVATED as stated clearly in the rules and is only ACTIVATED when a character MOVES.
2. Breaking away clearly states when a character is given an ACTION and the character ATTEMPTS to move.
3. IM does not activate until after an action is given and the figure (ATTEMPTS TO) moves.
I do not understand the conflict. You MUST break away 1st then all your IM abilities activate. (Example) Figure with flight starts his move in hindering, his movement is still halved for that move because his IM was not active at the start of his move.
A character needs to be assigned an action to move, yes. Characters with Improved movement ignore a variety of things during movement. You don't have to break away to be given a move action - by that logic, if you failed a break away roll, you could just give the character a different action. Since it failed the break away roll, it couldn't be given a move action in that scenario. That's not how it works. THis all applies to actions that include movement as part of the action, like Charge, Running Shot, etc.
I think you are over-thinking this. Ignore means you treat the ignored object as if it did not exist.

A character with Flight or IM: Hindering does NOT halve its movement when starting a movement in hindering terrain. For the exact same reason everyone has stated that IM: Characters do not need to roll break away.

Because when you declare you are giving a character a move action that character is moving, even if it hasn't moved yet.
IM is a passive ability that is active when a character moves. A character begins to move when it is given an action to move. Therefore, IM is active when the action is given. Break away is rolled after the action is given.
If you don't like how it is worded, fine, but it has been ruled by oranges lots of times that a character with IM: Characters does not have to roll Break Away.
Yet HC rulebook defines
1. MOVE=what a character does when traveling between 2 squares.
2. Move Action=an action given that allows it to move.
3. Breaking away=To move away
4. Activate=to initiate the use of a power or ability. A power or ability can be activated by an action given to a character.
(IM activates when character moves-see move definition)
A. Breaking away=If a character is adjacent to opposing characters when given an (action) and (attempts) to move, that character must (first) break away.
B. Improved Movement=Activates whenever the character moves i.e. travels between 2 squares.
I understand how it has been ruled on this website, however I would simply like a rule explanation other then, well that's the way it is, or someone said we should play it this way. I have described my path to my conclusion I would like someone else to do the same and stop saying well it does this and not giving any step by step rules to back it up.
You do understand that people can make mistakes. I see a mistake in this ruling so that's why I would like a walk through to how this conclusion came about. Since wizkids decided not to give us any examples in the RB
Also your definition of IM activating when character is given an action is....wrong....that is not what the RB says and is exactly what I mean by not giving Accurate rule definitions to support your conclusion. If you are going to misquote and misrepresent the wording in the RB then please stop responding. Thanks

Could you give me a link. Also is it referring to plasticity not affecting IM Ignore during movement or the start of movement while adjacent. As I stated before if your already moving(left your starting square) then IM activates and therefore since the character would be ignored plasticity would not exist. However if you have not moved, thereby activating IM plasticity would affect you.
