It's supposed to be the damage which you are ignoring which is rounded up. It means that if someone is dealing 5 damage the character ignores half of that rounded up.
5 / 2 = 2.5 => 3 damage ignored
5 - 3= 2 => The character only takes 2 damage.

There is some arbitrary time cutoff. If you edit in, say, the first 59 seconds after posting, it will not show up as an edit. It is seen as a last-minute correction as you are posting rather than an edit.
Wasn't Nero dethroned? I thought I remember that from history. If so, much of what he did was probably inadequate.

incap on someone that has 2 tokens does not cause a push it causes penetrating and if someone with invincible and 2 action tokens incap does nothing.

I was initially confused by this power as well. the thing to remember is that you are rounding up half the damage to be dealt. 1 penetrating damage is rounded up to one and therefore ignored, so invincible is great against cop cars. also don't waste your time trying to incap someone with two action tokens if they have invincible

Penetrating damage can't be reduced.
Reduced is the keyword there. Invincible does not reduce damage dealt, but instead ignores it (specifically, half of it).
Ignore =/= reduce, so penetrating damage has no effect on Invincible.

Penetrating damage cannot be reduced, but Invincible ignores part of the damage, which is not the same thing. It is just as effective against penetrating damage as it is against regular damage.

No, Penetrating Damage is a specific type of damage that can't be reduced. Effects that reduce damage would not work against effects that deal Penetrating Damage.
Invincible ignores damage. It doesn't matter whether the damage is normal or penetrating, it will be ignored regardless.
Keep in mind that there are also other types of damage that can't be ignored (Unavoidable and Pushing damage) unless an effect says otherwise. Invincible would not work against damage that can't be ignored.

PENETRATING DAMAGE
Penetrating damage is damage dealt that can’t be reduced (such as by the Toughness power), but can be evaded, ignored, increased, or transferred to another character.

In normal English yes the damage has been reduced, but Heroclix(and many similar games) is very particular on wording.
90% of rules questions are answered by RTFC. Most of the rest are answered by a proper grasp of English and common goddamn sense.
