Incapacitate and Mind Control are exceptions to the rule limiting a figure to one action per turn. This is because you are only limited in relation to your own figures; the ways that the powers work get around the limitation.
question about mind control and shield team ability. can they be used together. meaning can prof x mind control a firelord using nick fury and gabriel jones shield team ability??? mind control states you take control of the figure as if it's part of your force but shield team ability states a ranged attack (mind control can be used as a ranged attack) adds plus one damage to the target. anyone??? comments please???
As I understand it, for both mind control and incapacitate, the SHIELD ability (or enhancement) would only add plus one to damage if there were damage. In other words, the plus one damage would only be applied if you roll a critical hit. But remember that you must declare the SHIELD support before your dice roll, and it takes an action. So it's basically a wasted action most times.
HOWEVER: I can't find anything in the FAQ to back me up, so I could be wrong.

i looked at the rules book and couldn't find a thing to back up my statement but in the powers and abilities book it says for shield team ability a friendly figure occupying a square adjacent to a shield agent delivers 1 extra click of damage when it hits with a ranged combat attack. if mind control is a ranged combat attack and if the dice roll is high enough(for arguement sake let's say you need a 6 or better) you would essentially "hit" the targeted figure. with that said the targeted figure should get a click of damage for each of the shield team figures next to the adjacent figure when it's declared you used the shield team ability.
Incapacitate can be boosted by SHIELD or Enhancement just fine. Mind Control, however, will not normally benefit from those, as there is no damage value to be increased. This is because Incapacitate deals 0 damage, which is a numerical value, but Mind Control deals no damage, which is not a value at all.
If a critical hit is rolled for Mind Control, then the attack has a damage value and may benefit from SHIELD or Enhancement. With SHIELD, this means you would have to spend an action in the hopes of getting a critical hit, and therefore it is not often worth it. Enhancement, not requiring an action, is less trouble.
It's a quirk in the wording. When you MC a figure you are doing no damage so there is no extra click of damage possible.
Incapacitate says to reduce damage to 0 which does allow the extra click to take affect.
It's usually explained as:
Mind Control null + 1 = null
Incapacitate 0 + 1 = 1
Having said that, there is a loophole for MC: if you roll a critical hit, that is 1 automatic click of damage. This 1 click now allows the "extra click" from SHIELD to take place.

Look to the PAC to find that the powers have different wordings, leading to the distinction between 0 damage and no damage. The clarification above is just a consequence of those PAC entries. But don't worry, it's not just us making things up; it is also the official response.
