The way I see it, it's a logica power the way it's worded without use of errata. It won't let you counter white powers straight up or else you could be countering multiple powers in some cases, like Metron. Also, if it said "can't use Standard powers" then it would only affect powers of that color showing in the dial. But because it is just "can't use powers" any power granted through the use of an SP/trait that happen to be of that color are countered.
I love this piece! Just a bit of TK and he is off blasting through defenses (except invincible) and on top of that he can turn off powers on cosmic pieces witch totally justifies his 260 point cost.
Ok, so there has been a thread where an email was sent to the rules team and they ruled that any power granted by a SP/Trait cannot be countered. Any color showing on ANY dial (so this includes resources, etc) are countered. Anything granted by another means without showing the color itself (SPs, Traits, Asset Abilities, etc) are excluded.

Honestly, there was nothing wrong with your English there. Several of us understood your comment as generalized. Your tone and intent was pretty clear but due to the nature of English, it is easy to see how one could misunderstand your intent.
Now about the figure! I find this dial to be oddly pleasing with its full set of energy explosion and outwit. The lack of running shot keeps the figure balanced in my opinion but I can't help myself from drooling at the what if's about it and running shot. Very solid and viable dial! Definitely needs some support though!
I feel like his "Discovered The Emotional Spectrum First" power is cut and dry. Does your white box power, team ability, resource or trait let your characters use a colored power from the PAC? If yes and First Lantern picks that color then all figures on your opponents force can't use PAC powers of that color. I definitely find it a neat power and I hope that it will be ruled that this power can effect those examples mentioned earlier. This is not a broken piece and can add great to the game.
My only question is why would it mention white powers? In the PAC "white" is icky described as special powers, not a standard power. The wording to me feels like you can't effect white powers at all. Even though poison is Brown, it was granted via a white power. So when you go to "use" it, you're activating a white power, not a Brown one.
In my opinion, the white power is mentioned so that the controller of the First Lantern can't choose "WHITE" as the color when activating the power, hence negating all special powers on all opposing characters within range and line of fire. Using simple logic, this means powers of other colors besides the one chosen by the controller of the First Lantern can be used, if it is allowed per some white power.
"DISCOVERED THE EMOTIONAL SPECTRUM FIRST: At the beginning of your turn, choose a color other than white. Until your next turn, any opposing character within range and line of fire can't use powers of that color."
Taking the wording at face value would be the easiest way to not argue about this rule in my opinion. "opposing characters within range and line of fire can't use powers of that color".
For example, if the player controlling First Lantern chooses the color "blue", that means regardless of what powers a white power on an opposing character allows, any powers with the color blue are not allowed.
The usefulness of allowing white powers is, sometimes white powers aren't associated with powers of any other color, or sometimes there are multiple colors of powers that are allowed by the white power. When that is the case, the First Lantern can only restrict 1 color power at a time.
In regards to whether it stops special powers or say, Willpower from Indomitable, I have this reply from "[email protected]" (If you don't believe me shoot them an email):
The First Lantern's effect applies to any power granted through the choice of color. It does not apply to effects granted through text. Willpower through Indomitable would not be affected as the color purple is not showing. His effect would mostly apply to powers granted through the characters combat dial and powers granted through assigned elements that grant powers through colors such as some resources and the entities do.
Yeah it makes him a lot less playable, which is too bad. I like the figure and that special, but there are so many powers granted to characters nowadays without the colour actually showing that it really hurts his potential. Still, stopping say, Invincible or Impervious on a Power Cosmic or Quintessence piece is really great in WoL sealed.
