I wonder if you would be able to do that considering the bolded.
CRYPTKEEPER OF THE CORPS: When another friendly character with the Green Lantern Corps keyword is KO'd, turn it to any click and then place it on this card. Morro can use any standard powers on that click.
Because you can't do the bolded I think you may not be able to do the rest.
Actually, you can't do bystanders because they have no card to place a construct and thus cannot become Corps Members.

Well, actually, the bystanders from packs do have cards of a sort. Congo Bill's, for example, lists his special power on it.
Based on past precedent with relics, I'd be tempted to say of course Bystanders can get constructs, but after the Entities/Click Number things, I'm less sure...

You are correct. Bystanders can be assigned Constructs.

Can someone elaborate or point me to this ruling? I've never seen a card for a bystander. Unless by some ridiculous definition, the back of the Bystander counts as its own card. What's even more ridiculous to me is that they'd be able to get constructs, but not qualify for Morro's trait because "any click" has some unspecified implication of requiring multiple clicks.

You're new; bystanders used to come in packs and you needed to punch them out of cards which would include their names and special powers. So some of them definitely have cards (of a sort).
That being said, I'd also appreciate a link to a posted email definitively OKing it.

I think WK is doing pretty well for a game which gets made up as they go along. There are bound to be some contradictions.

Only single punch-out pog I've gotten was with the LOTR sets, for the Horse bystanders, and I just thought that "card" was equivalent to the cardboard left behind from terrain markers or objects...i.e. trash, lol. Not sure how I was supposed to come across these elsewhere in 3 years of playing.

I think crisis was the last set before the rider packs to have Pogs in boosters.

In Modern Age:
1 click Bizarro, WXM Lockheed (who looks like he is already on Morro ), Ms. Lion, both Spider-Bots, all of Toyman's toys, & the 3 Bats could work no matter how bystanders were ruled. {Golden Age adds Eisenhower}
If you wanted to run Morro(123) as a "Zookeeper" note that Eisenhower(15), Ms. Lion(15), Lockheed (16/ who you don't need to break thanks to Morro's sculpt), & Flock of Bats Black(13) & Gray(18) add to 200 even. FoB Brown(15) is redundant for SSenses (unless playing MA only, losing Eisenhower, but this is not meant to be competitive... either way they cost the same) and Cymbal Banging Monkey(17) and Teddy Bear(14) double up powers from Ms. Lion (& neither look "animal real").
For sculpting one can easily just "sticky tak" attach Ms. Lion & Eisenhower to either side of Morro as added. An inspection of Morro's cape and overall weight should be had before adding Bats, but some metal discs/studs tacked into the empty spot under his oreo base, and the removal of the black discs under a FoB's sculpt(s), could avoid the issues related to adding glue or s-tak (that could discolor Morro's paint job) to a piece you may intend to sell at a later date. Also just lifting Morro's base up and sliding the FoB(s) underneath (attahing w/ a dab of tak) is very doable and would only become an issue if Morro is based from multiple directions (or the rare times a player owns a 3D map).
The big question is what happens when say asm031bt Gulyadkin the Lion or wxm048bt B'Nee, are removed after being given a Construct, compared to re-replicating pogs like EVA & Monkey Joe (in GA) when they are obstencibly KO'd, but can come back? I'd say the former go on Morro and the later would as well... even though that is stupid broken in the case of EVA.
There are currently 92* MA pieces (*Trip Girl shouldn't work) that could either push to KO on turn 2, or be "Blind Al'd" on turn 1. the Sheep, the 16 bystanders from FI (also the Police Deputy & Mutant Student), Thomas Kalmaku, & the Dehy. Henchmen lack standard powers. So 71 possible Pogs or pop-off pogs available.
In 300 you'd also lose Blackheart's 2 options (he is 213pts) unless facing him and somehow pulling off a Mind Control of a Gargoyle that was already a GL Construct carrier... and only if it was ruled that the pog was friendly upon being KO'd (a Crit Miss (?) as I believe any MC that caused Pushing Damage would cause that Dam to happen after the piece was returned to opponent).
In Golden Age there are 276** (**minus the 12 Yugioh Trap/Spells & Trip Girl's ?/?/?/? pog) 1-click "pieces" ...& I'm not about to count who doesn't have standard powers, but I'd guess around a 100-150, of the 184 added, because of all the early blank pogs. Many of the non-superhero Horde tokens, as well as a lot of the LE bystanders and the bystanders post-"carded clix" DO have at least 1 Standard Power. So maybe closer to 100 than 150.
