Good rule of thumb-all "once per game" powers can be thought of as "once per mind controller" as well.

However, I do not believe Mantis' use of Mind Control will allow Drax to use Hadron Enforcer. Mind Control only allows the control-ee to perform 1 Action, Free or otherwise (although another [different] Free Action could be embedded within the Action given to the control-ee) but it effectively takes 2 Actions for Drax to use Pulse Wave.
Since Hadron Enforcer allows Drax to use Pulse Wave only when a Free Action is given to select a square, the Mind Control would end before Drax can be given a Ranged Combat Action to use Pulse Wave.
HADRON ENFORCER: Once per game, Give Drax the Destroyer a free action and choose an unoccupied square of clear terrain within range and line of fire. When you do, Drax the Destroyer can use Pulse Wave this turn as if he occupied that square.
MIND CONTROL Give this character a close or ranged combat action (minimum range value 4) that deals no damage. A successfully hit target becomes friendly to your force. Each target hit may be assigned one action as a free action, immediately after which the target becomes an opposing character again. Deal this character 1 unavoidable damage if the successfully hit targets’ combined point value is 150 points or more.

Mantis can have Drax use HE for a second time within a game. However, it will only allow Drax to choose a Square for the Pulse Wave. It does not allow him to actually use Pulse Wave as part of the Mind Control.
So you could do one of two things:
1) Have Drax Activate his trait to choose a square. He can then Pulse Wave from that Square and then be Mind Controlled by Mantis to Pulse Wave from it again.
OR
2) Have Drax Activate his trait to choose a square. He can then Pulse Wave from that square for that turn. Then on a different turn Mantis can Mind Control Drax to use his Trait and choose a square. After the Mind Control Resolves Drax can then Pulse Wave from that Square as a standard action during that turn as long as he has not already been given a Non-Free Action that turn.

What is stopping me from activating #1 on one turn and then the bolded part the next turn?

Nothing, but it would be pointless to do so.
In any one turn you can choose to either select a square more than once (by passing the Once Per Game Restriction once per Mind Controller) or you can Pulse Wave more than once (once from Drax and once per Mind Controller).
So if I have Drax activate his trait and then Pulse Wave from it. If, on that same turn, I have Mantis Mind Control Drax to activate his trait he would get no benefit from choosing a square again because he cannot Pulse Wave again.
His trait works like this.
Give him a Free Action to choose a square.
Give him a Power Action to Pulse Wave from that Square if he chose that square this turn.
These are two separate actions that are both granted by his trait.
Mantis can Allow him to do one or the other more than once in a given turn/game, but not both at the same time. When she uses Mind Control she can either allow him to pick a new square for his trait OR Pulse Wave from a square that he picked that turn. She cannot have him do both during the same Mind Control Action.

From what I'm seeing, as long as you used the free action initially it says drax can use pulsewave for the rest of the turn. Not once during the turn, for the rest of the turn. So any action granting him a ranged combat action could be used to pulsewave. The mind controllers don't have to use the free action again. So doesnt that mean that the turn he uses hadron he can pulsewave 1 + the number of mind controller times?
