I do not know who created this, when it was created, or if it reflects the current text of the powers and abilities.
And there are always "corner cases" where some figure has a power/ability that has special text which changes how it can/cannot be used with other powers/abilities.
A 17 Defense can never be higher than 20 or lower than 14.
That statement should read, '...can never be modified higher than...' It is possible to have a 17 defense that becomes 22, but you would have to first replace the defense with a 19 then modify it with +3. The rule of 3 only applies to modifiers, not replace values.
I strongly recommend that people not use compatibility charts. Many of the ones I have seen in the past are incorrect and, even if they are, they don't sufficiently explain the interaction between SPs and normal powers
Please, read the rules and the PAC, learn the terms; it really is easier than trying to keep a compatibility chart in synch with SPs

No. it's only the SUM of the modifiers that is capped. Andy modiferes more than =/-3 don't just go away, they're still there and need to be taken into account to determine the total.
If you perplex down my attack by 5, I would have to increase it by 5 to get it back to the base value.
Any modifiers in addition to the =/-3 cap essentially serve as insurance against the value getting modified back in the other direction.
