Note that the move starts before and ends after the attack
In case anyone wants to know why that's the answer, let's read the actual power from the PAC:
Quote
Give this character a power action and move it up to its speed value; it adds 2 to its d6 roll when breaking away and can use <symbols didn't paste>. During this move, this character may, as a free action, make one close combat or ranged combat attack with its range value halved for the attack. This character must be in a square where it could legally end its move in order to make the attack.
Please read the underlined sentence. During this move - this ONE move. So if you are using Carry, you are still in the midst of your move when you're making the attack. Which means the carried figure is still "on the map but in no particular square", which means it can't be adjacent, so no benefits from that (and no use of PC, etc).
But if another figure has the ability to move and carry and drop a friendly in a strategically helpful spot for when your second figure uses HSS and "pauses" (not a true game term) to make their attack, then ... GO FOR IT.
Can't quicksilver move, place shadow marker, finish moving, place HENRY then use empower?
I know it's been discussed but I wanted to directly answer this question.
Quicksilver cannot place anyone carried until he ends his movement.
If he ends his movement, he won't be able to attack.
This is why you can't HSS a figure with Plasticity (barring the ability to ignore figures for movement). As soon as you move adjacent, your movement is over. You can only attack while moving so no attack is permitted as your movement ended.
The same is true for non-fliers who come in contact with Hindering Terrain (assuming no ignore hindering for movement).
Charge, however, ends your movement before the attack. So carrying HENRY with a figure with Charge WOULD work as stated.

Visible Dials and Pushing Damage need to be optional. This is the way.
It's Like I'm Everywhere at Once: When Quicksilver moves through a square, you may immediately place the Speed Shadow marker in it, removing it from anywhere else. Whenever Quicksilver makes a close attack, he may target characters adjacent to the Speed Shadow marker.

If you are making a close combat attack and HENRY is adjacent to you, yes, you get the +1. Whether you are making it from your square or from the marker square.
If you are making a close combat attack and HENRY is adjacent to the Speed Shadow marker and not adjacent to you, no, you would not get the +1.
Note - if you drop this marker on the map, I'm going to step on it - you can only make close combat attacks to figures which are ADJACENT to it, not those which are in the same square as it.
