No you can't, the ONLY way to summon him, is by the way written in the text.

...meaning the only normal way to bring them out is by the method printed on the card. That means things like Premature Burial, Call of the Haunted, Dimension Fusion, etc CANNOT bring them back, even if you properly Special Summoned them.

The only way to Special Summon them from the Graveyard is with Level Modulation, which ignores Summoning requirements, however, it STILL Requires the monster to have been properly Special Summoned before. (the effect of the previous LV)

if your opponet activates Call of The Hunted then you activate a Royal Decree and chain with Call of The Hunted and get the monster from Call of The Hunted do I still get Call of The Hunted?

Your question is not the easiest to answer since it's not really as clear as it can be . . . however I'll try to see what I can do.

Here is how the chain would form (based on what I understand):

Chain Link 1 - Call of the Haunted (opponent)

Chain Link 2 - Royal Decree (yours)

Chain Link 3 - Call of the Haunted (yours)

As per the basic rules for chains, your chain will resolve backwards now . . .

Chain Link 3 - Your Call of the Haunted will special summon the monster you targetted

Chain Link 2 - Royal Decree now begins to negate the effect of all trap cards, including your Call of the Haunted (however your monster is not destroyed).

Chain Link 1 - Call of the Haunted will attempt to resolve, however because of Royal Decree it can not because it is being currently negated.

No, it is not...those monsters are Continuous Effects meaning the only time those effects are active are if they are face-up on the field.

If in the hand, Deck, Graveyard or Removed from Play Area, they are NOT active.

You need to go by the newly printed card text for Spell Shield Type 8, you can find that in the SD6 structure deck.

Monster cards that are unaffected by spell cards will only be unaffected while they are face up on the field. This also applies for monsters that are unaffected by trap cards.
