Can I have White Queen , Puppet Master, and Prof. X use mind control on friendly Paramedic so that she can use support up to three times on her own teammates?

Mind Control does no damage, and a friendly cannot be damaged by MC.

Am I behind the times? Has there been a ruling and I missed it?

There has been a ruling made. You cannot MC a friendly figure.

In the FAQ under targetting friendly figures:
"Powers which inflict 0 damage (such as incapacitate) or no damage (such as force blast) may not target a friendly character. Support specifically targets a friendly figure, regardless of the potential to inflict damage through a critical miss."
