I've had very little trouble with Teen Titans against my Inmates deck. Get a jump on them character wise with Charaxes (Puppet Master helps here). On your initiative use No Man's Land to exhaust their biggest unprotected.
Use Charaxes plus a bruiser (killer croc, even 4-drop joker) to team attack their biggest that is already exhausted. On drop 4 if you have init. drop Poison ivy....If they have init. drop Joker (let them team attack 4-drop joker) and laugh holding Bane, Freeze and/or Killer Croc in your hand!!
No you can play nothing after the start of the recovery phase, there is no priority once the recovery phase is going. My solution to taking down a team is making a strong deck. But if they are making an unbalanced tt deck with way too many little guys, then you can take advantage of this. Hawk and Dove hate flame trap.
Honestly, Teen Titans have a huge weakness to one archtype:.........................................DOOM!!!! No, seriously. Doom decks have all of the weapons needed to give the Titans a trouncing. I will list the evidence: Reign of Terror, Flame Trap, the good Doctor himself, Overload, Robot Destroyer, Mystical Paralysis, Gamma Bomb, Sub-Mariner, and Relocation are some of the many reasons TT will lose most of the Match-ups against Doom.
Combined with an expierenced Doom player, and you have a recipie for defeat.

Any Doom or Doom teamup that stalls treats Titans really badly. LoA standard build matches up ok (wins a little over half).
AI normal build doesn't match up well. IF you can get Charaxes on turn 3, and Ivy + some kind of pump on 4 you can KO your way to the win (they'll never have enough characters to TTG.) A couple well placed Kidnappings or Finishing moves can do it too.
The alternate build AI that runs the early game with 1-2 costs (and plays Ka-Boom! + Firefly) does better, but that deck gets an auto-loss to Common Enemy and FF Beats. I wouldn't take it to a tournament unless it was DC only.
Right about now, I'm thinking that Doom teamups are the strongest decks in the game.
