Black Bird is A really sold Card that gives Flight to everyone which is huge, the +2 is huge a swift kick in the junk to your opponent.
Then Nightcrawler SwashBuckerler is my 3rd Choice as his 6 attack lets him swign up further easier (esp when a Turnabout lets him stun 5's) also his effect is randomly good at moving guys and letting you reinforce people you normally couldnt.
Pack 2 I would Go:
Turnabout : this is Game Breaking!!! that is All
Julia Carpenter : I like this character alot, as she lets you keep baord advantage without giving up End , which is Big.
Lastly this may cause some arguments , but I am gona go with Witch Woman for a couble reasons:
She is not a mutant which saves her from Sentinel Mark 6 who is also a game breaking Card.
Her Effect is really God and her being a 7/8 with Range is Pretty big in of it self.

This is actually a pretty interesting question. It comes down to preferences.
Off Curve or Force Hellfire?
If you're looking for a solid off curve deck (which is step 2 of the metagame, because it can often kill on 5 w/ blackbird) then the picks become pretty easy. First picking a Blackbird is pretty ridiculus in off curve. Off curve will be pretty hungry for the morlocks due to big ATK values and evasion. Strap a blackbird on an Electric eve or Tommy and see what I mean.
Build 6 ones, 6 twos, 6 threes with some decent evasion and blanket pump (blackbird, hong kong, viper...) and you've got a deck that is poised to excel on odds and win on 5. Be sure and have enough teamups. Can't be stressed enough. Look for high power potent 1 drops and be comfortable playing defensively with this style deck. Attacks are pretty straightforward, you really press the advantage on the defense though.
If you prefer to force hellfire, it's a gambit. Not a 5 drop gambit, I mean a risk that will either end your draft immediately via commitment or give you a ridiculous deck. First picking Shaw from the first pack isn't a bad plan, but it isn't a stellar one either. It's OK. It would depend on the relative strength of drafters around me.
What most people don't understand about the Hellfire Club is the fact that the namesake location is your most important card. As an uncommon, you might not be guaranteed to see it. Shaw industries is incredible, but it only works with a good draw. The Hellfire Club makes almost every draw a 'good draw'.
Your 4's MUST ALL BE CONCEALED. Your 5 must be shinobi shaw or trevor. You probably need Sebastien. You really want 2 drop Sage and 3 Drop Mastermind.
The hardest cards to get are Sebastien and the Hellfire Club. If you get them both, it might be worth the risk, as it's the strongest defensive deck in the format and it will win on 7 regardless of initiative.
If you cut off the concealed characters hard enough, the twists will float to you until pick 9 or 10 out of every pack. Then you start getting hated.
It's a lot like Kang. High risk, high reward.
The bonus is there is a way to not waste Sebastien as your 7 even if you can't pick up HC early drops. Load up on concealed and make sure to get an initiate or two. Then you might be able to use him, as long as your deck is strong defensively.
1st Pick, 1st Pack: Sebastien Shaw
1st Pick, 2nd Pack: Shinobi Shaw (only if you haven't abandoned ship, then it's probably turnabout)

Blackbird only gives its bonuses to X-Men. Of course, you could be suggesting Morlock/X-Men in which case I am mistaken, however in a off curve deck that trys to kill as fast of possible, how many team ups can you afford running, let alone have the time to get early enough.
You can afford to run as few or as many Xmen as you want, but the Hellfire club is lacking the initial drops to be a true off curve team. Brotherhood has some strong off curve elements (and a great 3 in cargill).
Xmen/Morlocks off curve is precisely what I was suggesting. The extreme amount of team ups in the format let you play as many as you want, and all provide effects otherwise. You only really need to team up Xmen and your evaders.
You will probably need to splash other teams, but your focus will be xmen / mor off.

Iceman is huge. His ablity is great. But most of all he has BUILT IN FLIGHT.
With the low amount of flight in the metagame, hes def a first pick IMO. just make sure you pick up a brave new world, District X, or just a few enegery cards. there should be more than enough.
Iceman doesn't have flight.

Retribution
No matter what card you pick you're going to be passing good Morlock cards, but this is obviously the best of that bunch. Feral is a good 5 drop in a set of mediocre 5 drops, but I think you can risk letting Erg and Leech go around the table - if someone drafts the guy with one eye then they're probably going into Energy rather than Morlocks anyway.
Iceman
A colossal drop, but given that the format seems to be about turn 6 wins his worth may have to be re-evaluated. He puts you heavily into Energy from the get go as well. I'm a fan of the archetype however, and drafted properly I think you can gurantee yourself a turn 7 against most decks, so I'm not ashamed taking this as a 1st pick.
Blackbird Blue
Excellent for off-curve. Although Viper is probably better utility wise (at worst you're getting an average 2 drop out of her) this equipment is the veritable bomb for a weenie build.
Pyro(!)
Okay it's crazy, but I reckon that Freedom Force is going to wheel, and when it does...bam!
Pack 2 possible picks:
Retribution + Tommy
Alarm bells, only 1 Morlocks card? At least it's Tommy, a very solid card for the evasion deck. He's considerably better for you than anything else in this pack.
Iceman + X-treme Maneuver/Turnabout
I'm already heading (perhaps prematurely) towards an Energy stall build, and Maneuver gives me a good card for the archetype. The Evil Eye may interest for a few seconds, but I don't think it's 2nd pick material. Turnabout is excellent and is probably a better utility pick here, given that Maneover has a chance of wheeling anyway.
Blackbird + Turnabout
Easy. I'd pick Turnabout even If I wasn't planning on going off-curve, as indeed I did in my previous example.
Pyro + Julia Carpenter
Now that I have 2 Freedom Force guys I'll be practically unbeatable when I get their signature plot twist. +1 attack to all my guys? It's the new Faces of Evil!
I think the first pack is between Retribution and Blackbird Blue. Feral is very strong but Retribution is just better. Blackbird Blue is very good in off curve X-Men, but I think Retribution goes in more decks (i.e. curve AND off curve) and I'm biased to Morlocks as is, the Morlocks cards run very deep. I'd pick Retribution right now, expecting the person to my left to go into X-Men.
Pack two is between Tommy and Turnabout. I generally prefer the blue cards, but Tommy is pretty ridiculous and often acts like a blue card. Personally I'd take the Tommy and look for the early evasion guys, but Turnabout may be the correct pick.

Wow, you'd really draft him that high? Why? I mean, even if you do pick up a freedom force or two the Freedom Force deck seems pretty meh.
Well now I prob wouldn't pick pyro that early either as he'll most likely be back around, as a 1 drop and not that powerful a one at that, but don't write off the FForce deck that quick it is very powerful, and I've recently been stomping both golden and modern Squad with it, and Bro reservist. 21 points each in the same turn with Stonewall, and Julia is awsome.
