I think the scenario here is saying that it's ok for dumb people to take the SAT. It just won't amount to anything. Gotta love those fruitless efforts.

They could have meant to change it to:

"Target attacker with willpower 1 or greater can't be stunned while there is a defender with willpower less than or equal to that attacker's willpower this attack."

Which I am completely ok with.

That would still have changed the original card. They were updating the fomatting and accidentally changed the "greater than" to "greater than or equal to". Likely because they were changing the same type of formatting on multiple cards.
