Wonder Woman, without a question. Captain Cold in second.
I'll also volunteer to help with a fan-created set. I've done 5 or 6 of them, and they're generally pretty good. So, yeah, PM me if you need help, and you'll have it.
I always have alot of ideas for cards. Never done a player based set before but would love to help with develop one.
I'm glad to see so many people volunteering to help with the actual set design. The idea I've been kicking around is to open "brainstorming" threads when the time comes to actually start making decisions that can't be easily determined by polls.
That's probably what I'll do at first and we'll see how that goes. As much as possible, I want to wind up with a set that reflects the "will of the people" here at the Realms.
I've got a few guiding principals I've been working under:
1. Mirror the process for Marvel Universe as much as possible
2. Follow the precedent of earlier sets whenever possible
3. Leave as much as possible up to the majority
One thing I'll suggest is not to do it the way the Rogues project was done, where the work is spread out over 20+ developers... there were just too many disagreeing voices, and it was hard to get anything done. If you do develop the set, keep your dev team down to 2 or 3 people.

I saw that project, but I didn't follow it. I can see how that would happen though. That's definitely a good suggestion.
Since the can of worms has been opened, if anyone else is interested in being actively involved with the "design team", let me know either by PM or posting here. I'll give priority to people who jumped on the bandwagon early.
There's going to be a lot of polls, so everyone will get a chance to influence the final outcome. But if you want to be involved in every tweak of every card, now is the time to speak up!
Sinestro, definitely. All the guys listed will (or would or whatever) get legend content, so I have to say, the guy masterminding the whole storyline deserves the superlegend treatment.
I guess the big design question is willpower or no?

Why are Orion and Wonder Woman up for Legend cosideration if their respective teams aren't even in your set? They'd stand out badly and the set would not be cohesive. Wouldn't they?

New Gods and Amazons are both in the set. Here's the line-up:
Green Lanterns
Emerald Enemies
Anti-Matter
Speed Force
Rogues
Amazons
New Gods
JSA
Legion of Super-heroes
Manhunters
(Although Legion of Superheroes and Manhunters got a very small percent of the vote. They won't be getting a full feature, just a few cards. Also, there will likely be a few surprises.)
At this point, that's undetermined. The idea is to follow MVU as much as possible. Since that set is "supersized" this one will be too. Once the card number is announced, we'll follow that.
If we finish before the number is announced for MVU, we'll just make it as big as we want.
