No. A Carried character is essentially out of play and comes back into play after being carried. It is not moving by its own, which is what the carry rules state:

Ibig mong sabihin kung lahat ng target may minus 1? That would be yes. Kahit ilan pa ang target, basta kita pareho nung umaatake at nung may Police/Hydra TA na adjacent friendly.

Even with the Hand or League of Assassins ATA (which block LOF) who also happens to have Police or Hydra TA, or, say they gave bonuses like Perplex or whatever, the Pulse Waver wouldn't gain the benefit because these ATAs only work if it's not your turn, as stated:

No...but a character with wing speed symbol can carry a tiny size character AND a grounded character nang sabay. O ha, parang ganun din!

Btw, may issue daw tungkol sa compatibility ng steal energy and hss...COMPATIBLE SILA. HAHAHA!

Follow up question lang. There are some figures with trait or white power that allows flight pero foot symbol (i.e. The Batman - Glider Cape). Tama ba if I assume he can carry only 1 figure (normal or tiny), not 1 normal and 1 tiny.

So just to clarify, it can be used since according to steal energy:

Each time an opposing character takes damage from a close combat attack made by this character, heal this character of 1 damage

So when you use HSS, as long as it's a close combat attack, your get the benefit of steal energy.
