Newbie question, what does all that mean? (I'm guessing once you get 2/3 it is an automatic capture, otherwise you have to wait for time, but what does the rest mean?)

Majority for a lynching is ~51%, so 9/16. Some Mafia Members (and even some Townies) require a 2/3 majority, so ~67%, which would be 11 (69%).

Silenced players usually can't be lynched, hence why we are assuming Mr S is silenced.

Basically it means if it turns out that a 2/3'rd majourity can't lynch Stranger - i.e. he's unlynchable today - then we have to act quickly if we want to get a lynch on Carlos.

(Not sure why we'd go for ghosta as he said he was Riddler and that was before there were any janitored roles. Doesn't mean he wasn't supplied a False Claim but it doesn't put ghosta high on the list.)
