-The highest attack value of any character while sporting Enhancement is 14. The highest attack value of any character while sporting Ranged Combat Expert is 13. Which just goes to show that teaching it makes you better at it.
Actually, the highest attack value is 15, as displayed by the Sinestro Corps Anti Monitor 800 point dial.

(Special) : The Guardian of Fear has the Multi-Attack ability.
(Speed) Guardian: The Guardian of Fear can use Enhancement, Phasing/Teleport, and the Carry ability.
(Attack) Time to Feed: The Guardian of Fear can use Pulse Wave, but his range value is not halved, his damage value is not replaced, and he does not ignore characters' powers, team abilities, or feats. Immediately after the attack is resolved, heal the Guardian of Fear of 1 damage for each opposing character that took damage from the attack (maximum 4 healing).
(Damage) Destined Destructor: The Guardian of Fear can use Outwit. Give the Guardian of Fear a power action and roll 2d6. Deal penetrating damage equal to the result, divided among opposing characters to which the Guardian of Fear has a clear line of fire; characters can be dealt maximum damage equal to the number of action tokens they have (characters that have no tokens can't be dealt damage). Any undealt damage is ignored.
The Veteran and Rookie versions are also rated 5 stars in the gallery. So you can add those to the list with Wiccan and Valkyrie.

I also think that the LE Red Hood should have made the list. Hive trooper is still my favorite, but when thinking about Hive Trooper, I always think that if I want to spend 4 points more, I get stealth for blocking or protection.
I think something to be noted of Hive Trooper is that his Soldier keyword makes him a great enhancer because of his likely companionship for theme teams.

Thunderers are the best enhancers in the game that have another function-- attacking!
For the doubters, add 3 Qwardians to fellow Soliders HOT Captain America and CR Green Lantern for fun at 400 points. Very nasty. Hal can carry the whole lot around and shoot for up to 6, and then they can enhance Cap as well.
The Qwardians also back each other up nicely, pumping their (penetrating) damage up to 3, 4 or 5. They work best in packs.
One of the cheesiest teams I ever ran -- 450 point game. 3x Cap, 3x Qwardians, R Domino and and Easy Co Medic. Caps running around shooting for 6, Domino for rerolls and a Medic just in case. All Soldiers.
Pair some with an Anti-Monitor for thematic goodness and nastiness, too.
I <3 Qwardians. Shame that they are so expensive, as they work so well together and can be used with a lot of effective rangers as well.

That sounds pretty fun. I might have to get some more Thunderers to try that.

Great point about the Wildcard, I don't see him as better with the HYDRA TA than the GCD already is with PD TA, but I'll give you the SHIELD prospect. Bat TA is already done by a few other Enhancers (via Stealth), and I don't realistically see Mystics as a big contribution.
Free move is also nice. You know, the selling point you made for Tessa.

I really enjoy these articles and always hope to see if any of my picks make your lists.
The Qwardians and Badoon are some of my favorite enhancers in the game, and the Hive Troopers and U-men were enhancement success stories back when most generics were still more of an annoyance than a threat. Enhancement is a great power on generic clix dials and for enhancing other generic clix. The damage potential from a few enhanced grunts will often catch opponents off-guard as they focus on the "named" supposed bigger guns.
Ya know, I feel the game designers really missed an opportunity back when Perplex came on the scene. I always felt that Enhancement should have been given the offensive capability of Perplex, and Perplex should have only been used as a defensive power. I can understand a character boosting their own or a friendly's defense stat or lowering their enemy's attack or damage capability by acting in a "perplexing" manner, but I don't really get the "perplexing up" of a characters or friendly's own attack/damage. If Enhancement had been given the offensive half of Perplex's ability without the inclusion of being able to use it on oneself, I think it would have made Enhancement a lot more common, Perplex less common, and would have made a little more sense for both powers' translation in gameplay on a lot of characters.
I also think limiting Enhancement to ranged attacks was really unnecessary, as you want to keep the enhancing character at range and back out of harm's way anyway. If it boosted any range, attack or damage stat of an adjacent friendly, even in an attack against an adjacent enemy, that would have made the power a little more useful even if a bit risky by committing the enhancer into the middle of a close-combat brawl. Anyhoo, just a couple of things I've thought about over the years as I wondered why we didn't see Enhancement show up more.

I've always preferred the Red Hood for cheap enhancement that can block line of fire when needed.
I do like this one, though when he retired I had stopped using him.
I'm surprised, and not surprised, Rookie Lorelei didn't make the list. The entire back half of her dial is Enhancement. She's one of two viable Asguardian figs that have it. I know you mentioned the Valkyrie SR but she's really doing other things than using that Enhancement.
Where' the love for Indy's Yukio? In a BCFs is on every figure set she stands out great. The Rookie shines with five clicks and the Crossgen TA. She easily finds a way onto my mystical teams.
Clea is a nice pairing on this too. She's a useful version of the Exp Yukio with her starting OW.
Thunderer of Qward is over-shadowed a bit, but on Soldier teams he can either extend his own range or make it penetrating. Not a best of, but an honorable mention.

Thunderer already got a nod for Energy Explosion, thus missing this list.
Yukio didn't make the list because she has no range, and I just can't approve a figure whose job is to stand by a ranged figure and add to their damage. 57 point Yukio could be replaced by 12 point Con Artist and 50(?) point Nightshade for that, and you'd get a lot more out of those 62 points. There are better ways to get a Mystic-like ability.
Understood on the Qwardian front, forgot about that. I use them far more often for the penetrating and Enhancement than for the EE, but the fact that they can do penetrating EE is pretty amazing.
The series title just *begs* for people to list ones not making the list, though!
