One more problem. If "as if" is now a replacement there is a PW issue. I use Johny Sorrows Special attack to Pulse Wave.
Before this ruling i'd PW as though i had 10 range, then half to 5.
Halving my range is a replacement. "As if" is a replacement. As active player i apply them in any order i choose. Half my 6 range to 3, then replace it with 10.
Just so you know... 20 Range Pulse WAve!!! (halved to 10) 11x11 spaces. And 2 damage

No, you need to give him a range first... otherwise he couldn't make a ranged combat attack (which is what PW is). So his range is 10, then he uses PW, making it 5.

There is no timing issue here.
Unlike Liberty Bell and Flash, he has a range already. it's 6
so does bullseye have to throw the light object? or can he go around carrying it and choosing not to make range attacks using the object, since using objects as range attacks is optional?

Any character carrying an object does not need to use that object when it is given a ranged combat action. The black lantern idea works as long as he doesn't make a close combat attack (generally speaking).
From p. 18 of the 2010 Core Rulebook:

A character carrying an object can throw it at a single opposing character, as shown in Figure 16; a character holding an object does not have to attack with the object when given a ranged combat action.
It says that he can use light objects as if he has super strength.
It does not say that he can use super strength but only with light objects.
The fact that states as if he has super strength is to know the rules for the use of light objects, how far can be thrown, how much damage they add in close combat, etc.
I feel that is like "the attack roll" in support that does not mean that it is an attack.
This sums up my thoughts pretty well, and why I'd ask the Oranges to at least consider reopening discussion... If this never entered the original discussion, anyway.

Quoted for ease of following the discussion. Even with the ruling on "as if" as it stands, Johnny wouldn't get to pulse in 10 squares. Pulse Wave uses half your range. The as if would overwrite, but it's a range value so it would still be cut in half. You have to commit to a range value before you can have it halved; I'm pretty sure that's what normalview meant.
Well, to use a feat, a character must be able to use the prerequisite.
The word 'use' doesn't actually appear in this special power description, but since he can pick up objects as if he had Super Strength, I'd think it would qualify. But this is iffy enough, that I wouldn't mind hearing what the rest of the orange types have to say...
The new Player's Guide has changed the wording of Bullseye's special power to conform to what normalview was thinking.
From the Player's Guide:

So Rip It Up can be assigned to your force even if Bullseye is the only character on your force that can use Super Strength.

AND he can use Unstoppable!
YAY, ME! (seriously, this 5 point feat is a great back-up to the 8* points for Thunderbolts if you cannot assign it to everyone. Unstoppable will allow Bullseye to run across hindering just fine.)
