You've made your views on Horde tokens abudantly clear. Do you have an actual question regarding them?
We have had this talk at our venue about, "Why should I buy this if its not going to be tourny/Modern Age Legal?" And that's a great point. For the majority of the diehard DC/Marvel only type players may not want to branch out into the other licences, which is fine and the tourny rules backs that way of thinking. But I would think that WizKids/NECA and venues alike would want to sell more HeroClix under the Gears of War, Lord of the Rings, HALO and so on brands.
It would only make sense that everything in the HeroClix family that is produced today until retired should be Modern Age, i.e. Street Fighter (neither DC or Marvel) why stop there. If the set is not Compatitable than its not if it is, its legal until retired, simple. Now who wouldn't love to be a fly on the wall when The USS Enterprise takes out Superman than is taken out by an Ent horde and hear, "That would never happen in real life." Guess what this is all fiction and we are playing a cool game.
We now have three Age levels at our venue:
Golden & Modern
Silver: Everything that's in Modern plus Halo, Gears of War, Lord of the Rings.
This makes everyone here happy. But I think the venue would be even more so if the bar is lifted off DC/Marvel/Street Fighter.

And my answer to that is "for Golden Age games, or just to have it, for those that are collectors."
I really must stress that there is a difference between "not tournament legal" and "not modern age legal." There are absolutely Golden Age tournaments--I play in one on most weeks. There are even Golden Age events held by Wizkids--if I recall correctly, there were a couple at GenCon last year. If a venue wants to hold only Modern Age events, it certainly can do that, but there's certainly nothing stopping it from hosting Golden Age events too.
Would I personally like to see Lord of the Rings be Modern Age legal? Absolutely. And the same goes for Gears of War and Halo. But if it's not, I can still play it in Golden Age games, casual games at home with friends, or at venues like yours where another format is used that does allow it.
The important thing, in my opinion, is that the venue should be receptive to the wants and needs of the players. If the players all want to be able to play LotR clix and a venue stubbornly insists on holding only Modern Age events, I would say that venue is not meeting the needs of its players very well. The official rules documents specifically say that venues are able to use house rules as they see fit, so by golly if the official format doesn't work for your venue, figure out what does work and do that.
I know that there are some venues that doggedly stick to 300 point modern games all the time because "that's the standard." And that makes me a little sad, because I think it's repetitive and unimaginative. I would probably get bored playing the exact same format every week. But as I said above, each venue has the right and responsibility to decide for itself what works best for its own group--it's the venue's decision to make, not mine or the rules arbitrator's or the game designer's or the company president's. Those people all try to facilitate things and contribute to the game in their ways, but when it comes down to it, the venues/player groups need to make the call for themselves, because who else knows their needs better?

We change our point builds, run campaign events and listen to the players. Why would any venue stick to 300 point Modern tourny's. That would suck the life out of going to play if that was all I could do. I know of one venue that has 100 point no Colossal event every week. We have a mix of everything, if you buy it wouldn't you want to play it in an venue sponsered event? I like seeing and playing with different characters as well as players too. If and when something is added or subtracted our venue has seen it and/or played it and are ready for Origin/Gen Con.
