Well, it's obvious that the current maximum range is now the character range value. Do you really need a rules change for that?

Well obviously we do, since it's already been confirmed they're changing it.
That said, what you said is not correct. Someones range value can be perplexed up (or replaced in some instances). So a character with a range of 10 can have their range perplexed up 3 times and Outwit from 13 squares away. There is no maximum range set for Outwit,Perplex,PC, so in its current form these ata's make no sense. They need to specifically refer to the characters range value instead of any type of maximum.
In addition, the ata's for Hydra and SHIELD were pretty much polar opposites and perfectly balanced, since all the affected powers had a 10 square effect. Since it's base on a characters range now, S.H.I.E.L.D. gets a bump, while Hydra gets hurt, since there are many more characters with those powers with less than 10 range, PLUS their IS a minimum, while there is no maximum. So balance needs to be taken into account as well when modifying how the ata's work.

I think it's great because it was done in conjunction with nerfing HSS to no longer have free breakaway. Changing one without the other probably wouldn't be good but it looks like they made overall changes that will help balance things out.
That's said from the perspective of a home player who plays both sides himself & could house rule whatever I want by the way. I like going by the official rules in my home games & I think these will be pretty good based on my experience.

I don't think you can just ignore the "12 instead of 10". But again: the rules crew are aware of this (and a bunch of other stuff) and are working to resolve it. In the meantime, rule it as you wish.

Considering the range bump on the power was 10 to 12 and the power gives +2 range to all the figures using it anyway, it is the exact same result if you ignore the bump from 10 to 12 line. In fact it is better since it would now affect prob as well.
Side note, wow I just realized that Icons Vet Darkseid just got increased to a 12 range on his outwit. That's pretty nice that he can outwit his entire shooting range now. I'm sure there are others and I'm aware he's retired but there's always golden(?) age events for him in case anyone still wants to use him.

Look at it more abstractly. Under the current (2012) rulebook and PAC, this ATA bumps the effective range of Perplex, Outwit and Probability Control up by 2 squares. If the do not change the wording, under the 2013 PAC and rulebook you are then DOUBLING the range of some of the characters when using these powers.
They are either going to change the benefit of the ATA, or increase its point cost.

What rowdy means is that relatively, the ata is a much bigger increase than it used to be and will likely have to be toned down or cost more. With that just that rewording instead of being a 20% increase to range on outwit and perplex, it is closer to an average of a 25% increase on outwit, perplex, and prob.
However, you can never *double* outwit / plex / prob range with this ATA and the new rules. These powers have a minimum 6 range so if you have a range of 4 or less this range bonus has no effect. It has the best benefit bumping range from 6 to 8.
