Okay, that's a tough one. The original Eel and Viper were brothers but I don't recall them being on two separate villain teams.
I know the Clown of the Circus of Crime and Thunderball of the Wrecking Crew have the same real name, Elliot Franklin; but somehow I doubt they're brothers.
The Clown's father was Corky, who claimed he only had one kid, so I doubt Thunderball would be the Clown's brother. But, then again, Corky Franklin was part of the Quentin Carnival, and they were known to travel quite a bit, so he may've had some fun time without his wife knowing it.

Oh, I understand that. But, going with the sliding time scale, Neither of them has aged much. So, say they're in their late 20-early 30's. That means they'd of been born in the 1970's. Free love was all around and no one discriminated as much as in previous decades. So, yeah, it's very possible.
The Clown has always seemed older than that, to me; but who can tell with all that makeup?
Well, when he met up with the Ghost Rider, in the original Johnny Blaze series, he went a few issues without the make-up.
Then he got fried and became a bit of a slow minded person. And stuck around till the last few issues, again without make-up.
They never explained how, after that soul frying, he was suddenly back to being his old self in his appearances in other comics.

Soulless, schmoulless. That's still not as bad as the Living Laser. Did I miss something, or did he go straight from a noncorporeal being composed of photons in MODOK's 11 back to his old human self in Bendis' Avengers titles without any sort of explanation?
As for the Eel and the Viper, was the Eel still with Count Nefaria's minions in the 70s (I know he was in the 60s when he went against the X-Men)? Would that qualify as a team for him on which his brother, the Viper, was not a member?

And the original Eel was also a member of Zoltan Drago/Mister Fear's group, "The Fellowship Of Fear". Such a spooky name, isn't it?
Then there was the "Celestial Mind Control Movement" that Nebulon was running. What a bozo he turned out to be.
He was also working for the Maggia a time or two. And the Emissaries of Evil, Egghead version.
Well, as I did not ask for the names of the teams, I guess CuCr has technically already provided the right answer, with the Stryke brothers...both were in the Cowled Commander's Crime Wave (Captain America #157-159) and later the very first incarnation of the Serpent Squad (Captain America #163).

Too many titles, too little concern for continuity, editors and writers with little understanding and less care for the history of the universe in which they create (cough/Bendis/cough)

All that leads to characters changing dramatically with no reason and no explanation - and without the writers even knowing (or caring)
These are not characters to them the way they are to you - these are a means to reach a deadline and get a paycheck.
