Also to clarify (as I realize I was making an assumption here) is that I am counting duplicates in-set, like alter egos. When I say "characters" I mean figures (which also means duos only count as one).
For one thing, how many modern-age characters merit making right now? From, say, the last 5 years?
Outside of Lanterns I can't think of a lot of them that haven't already hit over the last few sets.
And there are tons of Lanterns that people are interested in getting. Oddly, I don't think anyone was clamoring for bunches of White Lanterns. But apart from the Lanterns that we know we're getting, I would not be surprised to see the following:
Edit: I could also add the following Hal Jordan variants (they'd make great LE repaints!):
(10) Red Lantern Hal Jordan
(11) Blue Lantern Hal Jordan
(12) Orange Lantern Hal Jordan
etc
But as far as other Modern characters... I'm trying to think of any worthwhile characters from recent comics...
There are JSA-related characters:
(1) The new Judomaster
(2) That electric daughter of Black Lantern
(3) Citizen Steel
(4) Jesse Quick in current costume (similar to Johnny's)
(5) The new Mister America
(6) Kid Chimera
(7) Cyclone
as well as some of their Nazi enemies including Kid Carnevil.
There are Secret Six characters:
(1) Ragdoll
(2) Jeannette
There are R.E.B.E.L.S. characters:
(1) Human Starro
(2) Wildstar
(3) Tribulus
(And we also need other REBELS characters like Vril Dox, Captain Comet, etc, but they aren't exactly new.)
Outsiders characters:
(1) The new Owlman
Other Brightest Day characters:
(1) The new Aqualad
(2) Mera's sister
Teen Titans characters:
(1) Bombshell
(2) Aquagirl
Some mystical characters:
(1) The new Doctor Fate
(2) Black Alice
Some Superman characters:
(1) The Gold K version of Metallo, what's his name...
(2) The new General Zod, Ursula, and Non
(3) The new Nightwing and Flamebird
(4) Power Girl and Supergirl as Nightwing and Flamebird
(5) The new Superwoman
Wonder Woman characters:
(1) Wonder Woman in her new costume
(2) Achilles, leader of the Manazons
Flash characters:
(1) Commander Cold and the other future police versions of the Rogues
JLI:
(1) The new Rocket Red
Batman characters:
(1) Dick Grayson as Batman
(2) All those Grant Morrison villains, especially the Thomas Wayne guy
LSH characters:
(1) Earth Man
That's about 40 characters (although, okay, about 10 of them are Lanterns) right there, just off the top of my head. I'm sure there are bunches of villains I'm forgetting but heroes are pretty easy to remember.
I have a feeling that all of the colors of the unmade Skittle Lanterns (Saint Walker, Atrocious, Star Sapphire and Girl with Q-tip) will show up in this set.

I can't help but conclude that you consider Atrocitus to be an atrocious character.
I want these clixed: Doc Savage, Fu Manchu, Tarzan, The Shadow, The Green Hornet & Kato, Conan, Solomon Kane, The Phantom, King Kong, Universal Monsters, Black Orchid, Manhunter (Paul Kirk), Xemnu the Titan, unclixed Kirby Fourth World characters, and Lilith, Daughter Of Dracula.
I doubt they will be *all* the modern character, but I bet they will be the majority of them by a wide margin.

And no, I would not count John Stewart in an outfite he's worn for 25 years as Modern for these purposes.
Wizkids has promised a certain amount of "complete" team building, and while Marvel has gotten a fair shake at this, DC seems underrepresented to me (and yes I realize FC Angel and Alex Wilder are MIA, but for the most part, Marvel's got a lot of checkmarks on their checklists).
The Shadowpact has yet to see a complete original line-up (Nightmaster).
A few of Winnick's Outsiders were introduced in Legacy, and then left hanging. Indigo, Shift (both great candidates for the new repaints!) and Grace spring to mind.

Max Lord?
Heck the Doom Patrol - arguably a 4 man team has never had Negative Man.
There's a lot (for me) of Modern stuff yet to hit a set, on top of the classics (where's Paul Kirk?).
There's also the JSA newbs - Cyclone, Citizen Steel, etc.

Sorry to point this out, but the Wonder Woman-on-a-horse sculpt isn't based on Sensation Comics #1 (note that it's not Sensational, either). Rather it's from Wonder Woman #1.

When it comes to Superman and Batman, Grant Morrison is nothing but a 50's cover band in a 70's psychedelic funk style.
Ray Palmer deserves the same kind of respect in clix that Hank Pym gets. I'm not all that stoked about the flavor of the month Atom we recently got, and DC showed how much they were behind the newest Atom when they let him become a notch on Deathstroke's belt.
Hank Pym also has significantly different powers at various points and an alternate universe representative. Going just by Ant-Man, there are about as many Hank Pyms as Ray Palmers. It's not like Wizkids just decided to remake Pym based on something as trivial as a costume.
Besides which, up until Blackest Night, Ray Palmer was persona non grata for about five years. Hank Pym hasn't had a recent (as in, during Heroclix) prolonged absence like that, as far as I know.
Which is to say, get off it. A different costume doesn't trump new characters, not unless there's more to it than just the costume.
