Well, I don't know who this is, in the sense that I can't recall the character's name. It has been said that "who" is but the form that follows the function of "what", and I know what he is; but I don't think you'd accept that answer.

OK. It was Baron (Heinrich) Zemo's pilot, who later impersonated Baron Zemo.

Correct! He was later given the name Franz Gruber in The Avengers and The Thunderbolts novel, but I don't think that is canon.

He recruited the original memebrs of the first Masters of Evil, per Zemo's orders.
He brought the city to a standstill by spraying it with Adhesive X.
He shot Cap, although the bullet was partially deflected by a nail the Wasp had slipped in his gun barrel.
He impersonated Zemo in Tales of Suspense #97-99 and Captain America #100.
In one of those issues, he beat up Cap and the Panther, who were already rendered helpless by a ray weapon.
He got shot by his own soldiers after being unmasked by Cap.
