Yes, he touched a Captain America comic to gain the needed patriotism and touched the Wonder Woman comicbook to gain a big pair of boobs with which to distract the villian.
That's like saying Earth-2 events didn't happen in the DCU.
I didn't say it happened in the regular DCU, but it was a "DC" comic, without an imprint name to it, much like the E-2 stories and the various other titles at that time that happened in various DC universes. I think it was out even before COIE.

I'll say Metamorpho, Green Arrow and the Phantom Stranger. Though the Stranger's status has always been ambiguous to me.

Nope. Metamorpho never officially joined the JLA pre-Crisis; Green Arrow officially joined before the first JLA/JSA team-up; and while the Stranger's status is vague to me too, he never participated in a JLA/JSA team-up.
