Not grasping at straws, but I do honestly feel that it could be ruled either way, and therefore I will present my case for it to be ruled in the way that is better for the game overall. I can kill Nightcrawlers sure, but it would be nice to have a figure that can deal with him consistently.
Isn't movement and breakaway two different things? After all, fliers ignore other characters for movement, and yet they still have to break away.
Nope nothing in flight says they ignore characters for movement at all. It says they can move through squares adjacent to opposing characters without stopping, but must break away normally.
This is what happens when people are not familiar with the rules or paraphrase the rules.

I think I see where you got confused. Cobra's special power forces characters with hss to break away. But Nightcrawler doesn't break away from other characters, he ignores them entirely, as per his special power.

Sure, he does ignore characters for movement. However according to Cobra's SP he should need to roll for break away.

Let's look at it a different way--If there was a figure with a power that said "this figure modifies its defense by +3 against attacks using pulse wave" what would happen if that figure got attacked by someone using pulse wave? It wouldn't get the bonus, because the power would be ignored due to the wording of pulse wave. If something is ignored, it doesn't get applied, even if it normally would. Now, if the above power also said, "this power cannot be ignored," then it would apply. Similarly, if Cobra said he could not be ignored for movement purposes, THEN his power could be applied to Nightcrawler.

I thought you had to declare using P/T? Or is it automatic? I doubt it matters but meh.
I have to agree with Wakanda. The figure is definitely poorly designed with all these loopholes. It's not that HE is hard to deal with, it is he is an enabler that makes the match that much easier for an opponent.
I was going to take Wakanda's side until I saw normalview's post. I never knew he purely just ignored characters. Yeah, that alone will make Cobra ineffective against him. At least Cobra can tangle up nearly everyone else, though. That still makes him amazing!

If they had HSS or Leap/Climb as well, and they were next to Cobra, then sure. I think they should.

Aren't you the high and mighty one? I've been playing this game since IC, and many rule books in the past I have 'fully learnt and understood'. If the rules hadn't changed so many times since then, the wordings wouldn't have all merged into one confusing mess in my brain. But whatever.

See, the reason that Cobra is "superceded" is that his power never comes into play at all. Cobra is ignored, so it never takes effect. Thus there is no conflict with it an Nightcrawler's trait, because it never enters the equation at all.

No, they should not.
Characters using Hypersonic Speed or Leap/Climb can't automatically break away from Cobra, but they add 2 to their break away rolls.
A character using Phasing/Teleport would not also be using HSS or L/C. Now if the power said "possesses" instead of "using", then you'd be on to something.

Okay then, so if Nightcrawler wants to use HSS when he is next to Cobra he would need to break away. But if he just wanted to move away then he wouldn't?

No.
Nightcrawler ignores Cobra if he tries to move. HSS involves movement.
We're starting to run out of different ways to say "Cobra's SP will not impact Nightcrawler in any significant way"...
