I think at this point I don't just want, but I NEED someone to explain they whys and wherefores of Age categorization. Is this simply because the tournament rules have that line in them, and then extrapolating that outwards kills this subset of figures?
You know what? Change the line. You're deciding one thing, or you decide the other. Choose the one that's more fun for more people, UNLESS there is literally a legal issue in play. 'Cause if this is just the Orangeheads sitting in the bunker and saying "Yup yup yup yup, rules say it, gotta do it," well, that's not a very good reason to make this set unplayable in Modern tournaments.
I say this about ALL sets, but this one more than most, as it is literally identical to the Watchmen release, and that was Modern just fine.
If there's a legal issue they probably can't say. I would doubt that this is a call the RA and his minions are making, though: it would seem much more likely that either someone at WizKids or (even more likely, IMO) someone at one or more of the major licensing properties is saying "don't mix this with that". Remember we went several years with rule prohibiting mixed DC/Marvel events, and I don't think that was a WizKids call either.

Was it really several years? I actually don't recall that very clearly, as I didn't do tournaments the first few years I played.
And as for the licensing thing, if that's true, fine. Although I find it very hard to believe anyone in a licensing lawyer office would sit there and only agree to a deal on the provision the product doesn't mix with other things in the product line. You think these companies have any awareness about what Heroclix is? This is a NECA product line, it's a deal put through by them for blanket product licensing.
Besides... Kick-Ass is published by Marvel. I mean, yeah, being how the thing is worked through ICON, it looks like Millar's lawyers would make this deal happen [and/or the movie people, because it's a movie-based set] but still. Legally DIS-allowing the mixing of sets? Why the hell would they even care?
And that doesn't even make sense anyways, because they ARE allowed in Golden, which are STILL mixed-universe tournaments! So yeah, the only reason that makes any sense whatsoever is the Rules guys are drawing the line on this set based exclusively on an orthodox reading of the Tournament rules and that "Marvel/DC and such sets afterwards" line in the thing.

I think you have the definitions of need and want backwards.

That's perfectly acceptable. The ages are defined in order to let players know the definitions of the formats WK will be running at the events run by WizKids. Venues are free to adjust things according to the needs of their players. If they're not doing that, well, they are the ones shooting themselves in the foot.
I would like an explanation from an ORANGE on this one. Specifically, how can we as laymen determine if a piece such as this (with the little Marvel Comic copyright symbol on the bottom) is modern or golden w/o having to wait a month on realms for you guys to tell us?
so why did Watchmen get to be Modern Age? isn't it exactly the same type of entity as Kick Ass? It's not part of DCU proper, it was just a creator owned story.
