Yep. Incap works with multi-target attacks, as does Enhancement/SHIELD.

Hello again. Tonight's question is hindering terrain.
Once your in it you stop. Can you move through it at 1/2
speed? Or just leave it at half speed? Does each new
square count as a new block of hindering? Please help.
I need to know before I have to do real judging next month

You only stop when going from a clear terrain square to a hindering terrain square. Adjacent hindering terrain is considered continuous so, if you are moving from hindering to hindering you do not have to stop and can continue to move at 1/2 speed.
