As far as I can tell for the charge, you need to draw a line of fire to the target, but it does not have to be a CLEAR LOF. If that line crosses any non-infantry bases or non-water terrain, the target gets the +2 defense.
Not so much a rule change, more an effect of adding a clean up stage at the end of a turn. Using the example of Tony's Hatchetman (on page 22), the scenario is a Mech standing in shallow water.
You give your mech a vent and roll for heat effects if any colours show (as before). As the mech is in shallow water, the cooling effect is now done in the clean up phase and ANOTHER roll is made for any other colours that are present. This means a mech in shallow water may have to make 2 heat rolls in 1 turn if the colours are there to be acted upon.
Perhaps it is wrong to do so under the current rules but it seems common practice for players to vent at mech at the end of his or her turn and immediately give it one more click of cooling if its standing in water. If there are colours present, you make 1 roll for heat.
Perhaps I should have been policing heat loss a bit better or perhaps the clean up phase has brought in a new dimension.
Actually the vent and cooling always happened that way.
In the current ruleset Vent happens when a unit is given a Vent order. Heat rolls are made as soon as the dial stops turning. Then you go on and finish your turn. At the end of your turn all 'Mechs that started and ended their turn in water get a click of cooling. Any rolls needed are made when the dial stops, as before.
Regarding Anti-Personnell: The new SEC specifically says to divide the damage up among the units actually targeted according to the normal rules for a multiple-target ranged combat attack.
Thanks Kotch - I've probably missed loads of these extra rolls as players are winding up a turn and wanting to move onto the next one. Then again, our pond-dwelling SW player hasn't shown up for a while so perhaps its more of a case of the need never arising.
I like the idea of this clean up phase, it will give the turn a lot more structure.

There is a difference between the Targets of the Ranged Combat and the infantry units that are affected by the Anti-Personnel equipment....
