it is a timing issue completely.
i understand how it truly is but if somone reads that without knowing that you dont add the modifiers untill an action takes place then it looks as though your breaking the rules by using a power. Common sense would say I cannot take another perplex action because that result in me being above +3.
thats just how i read it and i didn't make the assumption most people would read it that way
sure. i don't dislike it even. i just see reading it a different way if you don't know certain things about the true timing of the game. that was all im talking about. just playing devils advocate. you guys do an excellent job and thanks for the info on this.
But what does it matter how exactly the modifier happens? The Rule of 3 makes no distinction: a modifier is a modifier.

Like when people confuse actions and attacks, they are getting modifiers and values mixed up. The rule of three states you can only modify 3 times. So, something like ES/D, with a +2 perplex is only 3 modifications, even though the Defense VALUE is a +4, only 3 modifiers happened.
Am I right in understanding this?
Then, could you possibly get up to a +6 with some values because a lot of perplexers now (Dr. Strange as an example) can do a +2 perplex?

No, the number of sources the modifiers are coming from is completely irrelevant.
You could have 100 different +1 sources for a total of +100 or a single +100 source: both result in a +100 modifier which, when the combat value is used, is capped at +3.
The bottom line is simply that it does not matter how much a combat vaule is modified, it maxes out at +/- 3 when the value is used.
And yet again, nothing in the Rule of 3 says that this can't be done, either.
It certainly does: No combat value can be modified by more than 3.

It's not that I don't like it. It doesn't read that way. If it's been ruled this way on this site since FF, I'm surprised it hasn't been added to the PG yet. That would end the discussion entirely.

I agree that it's been explained to me and the others who read this thread, but not to the Heroclix playing population at large. Has this issue been noted for clarification in the PG or rulebook? If not, expect a lot of players to argue over this topic, with no official documentation to cite the correct answer.
I know some of you must think my life's ambition is to find little inconsistencies in online rulings, but believe me, it's not. And I don't enjoy being hated by the Top 4 on this website. In reality, I'm only trying to help by suggesting where some published rule clarifications might be made to help players better understand the official rulings. So once more, I am sorry for my inferred, but not intended insubordinate behavior.
