I believe The Hulk deserves it because he is extremely well know and liked, he is probably immortal at least in some stories. He has progressively grown stronger and smarter overtime. In card form he can be a low cost character that grows as he engages in combat and possibly replace with newer version that gain strength based on the version thats in play.
I really don't know much about the red skull or annahilus so i don't think they are simply famous enough to attract players.
Tony stark has not been as huge as people say in terms of distinct levels of power. He has had a huge effect in the comics recently but he really hasn't done as much directly. He is more of the head not the hands in terms of actions in comics. It seems like he mainy sits at a desk and sends orders from there.
Captain america is dead so it does show that he isnt a required character, and although i do think he is a great character it also seems like he has been printed a huge amount already. he has many drops across the spectrum.
Basically Hulk is well know, extremely powerful, very smart, very few weekness, practically immortal, a loner at heart, a good hearted guy even if its hard to see, has faught alot of the most powerful other characters, and been part of many many teams.

He is the Marvel Legend now that cap is dead. Everything across the marvel universe now Stark is invovled somehow. Reguarless if its misguided rage towards him or whatever, hes the main Man of marvel right now.

Yeah, Iron Man is one of the more consistantly interesting characters in comics today. Mostly because he makes people turn irrational at the mere mention of his name...or really ANY other Marvel character.
A vote for Iron Man is a vote for an extremely interesting Legend, as well as an easy movie tie-in.

when iron mans armor shuts down he's defensless. cap punched a paralyzed iron man in the face. thats not cool. iron man was a rational thinker who wanted what was best for everyone while cap wanted to defy logic and endanger lives without any hope of stopping the registration act.

Correct me if I'm wrong here, but the implication you seem to be making is this;
In the conflict between an individual with millions of dollars of high-tech equipment, the backing of several branches of a powerful government and thousands of armed troops at his disposal; and a hunted fugitive with a shield, it falls to the latter to "fight fair?"
Cap's an incredibly highly trained combatant and one hellacious tactical thinker, but when he's up against those kinds of odds he's pragmatic enough to know he needs to play dirty.

iron man should paint his armor pink. he cant do anything other than think and hit the on switch to his suit and let it fight for him. cap hit a parlalyzed iron man in the face because he knows what it takes to win. its war...there are no rules in war...except the geneva convention....but thats irrelevant. caps a guy who was willing to die for what he believed in( and did) and wasnt gonna let some pansy tin man try and sweet talk him. iron man should be affiliated with crime lords now...he's no better than the skull...
ALSO!! let us not forget that even the hulk was shocked to hear of the captains death when he returned to earth. if your death can shock the hulk, you're a legend.

well it was pretty tragic that cap never had a chance to make up for the huge waste of time that was his resistance to registration. if a friend of mine made a fool out of himself like that i might just cry too.
