Can someone tell me exactly what happened with this shuffling thing

Like I heard he was stacking his deck or something, but is it true, I mean he doesn't seem like the type

He drew 3 New Brotherhoods at the golden age PCQ by turn 4 in multiple games and multiple people said he was stacking I didnt play him but i believe Brian and Josh

In our first game at CC I shuffled his deck mostly on a whim. He didn't hit much of anything at all that he didn't search for.

In our second game in the top 8, I simply cut his deck instead and he used Ahmed to attack nearly the entire game, you know, since he didn't need to search for a single location ALL game, and pulled off the perfect row and even used 6 drop Quicksilver to do me in. While I joke about the shuffling thing a lot, I know that kind of thing is POSSIBLE, but it doesn't happen that often I'd assume. He didn't even play any 2 characters that were the same between the two games. NONE. It was really weird. At first I thought he had switched decks is how different the game was.
