Given it is a theme league, we could do away with some of the league trappings like upgrading and such - just let people play the figures they want that they feel are representative of their team.
If we needed to do stats, we could upgrade for feats or special objects or something like in the Modern League.
It just seems like this league has a different focus than mimicing fantasy sports.
EDIT: Just saw this proposed already I concur hear hear!

Well - we can all have Superman. TAK could have the Man of Steel, I could have the Vet from CD, and Rokk could have Young Superman.
I think that that, would be kind of a nice way to help with the theme-ness, and make sure everyone can do whatever they want.
Just an idea.

Then why are we rolling? You do realize that the Man of Steel LE isn't keyworded to my League, but to yours? I get EV Icons. Trust me, I'd rather get the LE.
I suggest we use jb's idea of listing people who are "theme" for our team, so them multiple X-teams can run around, multiple JLA teams can run around, etc.
Ice really wanted this to get off the ground. I hate to see him not be able to play some sort of x-team. So my idea would be thus:
I core up some Silver Agers. I will then list which 10 pieces are "theme" for my team, including which indiviual pieces in the progression. All others will still be draftable.
Thus, The BN and BD pieces can be left seperate as teams if they want to be run without "bumping" heads.

Here is the way we used to do it over at CreationMatrix.com in what I believe were some of the very first online leagues (Cosmic Justice had just released):
We all drafted figures, much like our leagues here.
All figures started at the Rookie, or lowest costed LE.
Figures were upgraded by "Attendance". Meaning all you had to do with Black Manta was play the Rookie in one game and you get the E. Then you play the E and you get your sweet, sweet Veteran.
We each had 600 Points to draft with. That allowed for big and small pieces to be drafted.
We had varying point totals each week. 200-600 Points.
That was in our very first league and it was awesome. A lot of bad pieces got played, but a lot of sweet pieces unlocked without a ton of work.
Now, keep in mind that was when Cosmic Justice had first released. Waaaayyyyy back when. We only had IC, Hypertime, CT, XP, and Indy in the world.
And then we have the CreationMatrix.com "PLAYGROUND LEAGUE" rules:
Each player drafts X amount of figures (10 in that league).
Points did not matter while drafting. You could draft a ton of big pricey pieces, but you better have some support for smaller games.
Then the "Playground" aspect. Different scenarios each week. "Bank Robbery" or "Capture the Flag" or "Zombpocalypse" were put into effect. It pretty much neutered the power gamers cause we never knew the scenario ahead of time and it wasn't always just a brawl in the street.
2 Figures would be picked at the Season Half "All-Star Game".
Points would range from 200-800 points. throughout the year.
