Put Them Down Before They Change: When a friendly character changes forces, deal it 1 unavoidable damage immediately.
Charon Corps Combat Engineer (Running Shot)
Not Showing His Age (Sidestep)
I'm Going To Make You Suffer... (Toughness)
Until You Remember What Pain Truly Is! (Willpower)
Since VIRGIL Had Nothing To Do With It... (Outwit)
Seth Won't Be Expecting It (Perplex)
DESIGN NOTES: For lack of a better keyword, I gave the Base Camp Survivors the Charon Corps keyword, as they ultimately are trying to rescue the Charon Corps survivors and finish the Charon Corps' objectives anyway. In Dan's case he actually is a survivor of Charon Corps so it fits more here. In either case, he's an aging Combat Engineer, but he still fights like a soldier pretty well, while also a crafty planner who can infiltrate the security of the Base Camp undetected when he chose to.
SPOILERS: When The Captain (The closest thing the player character has to a name) is revealed to be infected by the same thing that made Wanderers become inhuman monsters and has limited time to prevent the full infection, Dan's first recommendation is to put The Captain down, despite protests from others. His argument why this might be wise is "Do you really want to see someone you care about turn into one of those things?" I included his eagerness to prevent his friends from being turned into monsters against them as a unique trait that punishes friendly characters being forced to switch sides by making the opponent have to accept that character will not be on the same click they were on when they tried to switch them to begin with. His Damage Powers text also references his plans to stop a traitor.

Medical Expertise: All healing done by friendly characters is increased by +1 while Miranda is on the map, by a maximum of +1 by a trait of this name.
Hold Out Hope (Willpower)
Take Your Shirt Off! (Defend)
You Have Broken Ribs That Need Attention! (Support)
DESIGN NOTES: One of the mechanics of Survive is maintaining your Base Camp by assigning rescued survivors to various tasks, Medical Team being one and Miranda's best team to be assigned to. Improving the Medical Team helps improve the efficiency of using medical resources or harvesting them, and so I gave her a trait improving all healing on the team, but up to a maximum of +1 regardless how many others I give a trait like hers.
SPOILERS: The odd name for her Defend actually shows how skilled a nurse she is, able to spot Reeve had broken ribs he was trying to hide even with his full uniform on. It's also implied by Miranda describing where she'd been pulled from to arrive in Dite she was at the hospital at the beginning of V.

Good Use Of Limited Resources: When an object would be KO'd by any means other than being attacked, roll 1 D6. On a 5-6 it is not KO'd instead.
I'd Have Probably Become A Cook... (Sidestep)
If I Hadn't Become A Police Officer (Running Shot)
Protect And Serve (Defend)
I Don't Know... (Willpower)
Maybe I Could Be Your Errand Boy Or Something? (Enhancement)
I Have Magazines Under My Bed, Make Sure No One Sees Them! (Perplex)
DESIGN NOTES: Even though there is a Security team in Survive and Nicholas is a police officer before arriving in Dite, he admits he prefers to be a chef. He mans the resources concerning food and drink better than most, and here I gave him a trait to help stretch how far limited supplies can go.
SPOILERS: His Willpower and Enhancement Text refer to him coming up with excuses to stay behind in Dite with The Captain when Dan decides to do the same. Nicholas argues he could assist the aging Dan, much to Dan's chagrin at the implying he's too old to be much help. His Perplex is paraphrasing something Nicholas desperately says over his emergency radio when you near rescuing him, Reeve commenting "Should we really stick our necks out for this guy?" after that.

Let's Make That 100%: Theme Team Probability Control rolls for friendly characters do not give an action token. Probability Control only to reroll the attack rolls of other friendly characters.
XOF Soldier (Running Shot)
Won't Slow Down For Injury (Sidestep)
Kevlar (Toughness)
Someday I WILL Return Home! (Willpower)
You Want Me To Take Orders From THIS Clown? (Perplex)
Unconventional Special Forces (Ranged Combat Expert)
Seth Won't Know What Hit Him (Outwit)
DESIGN NOTES: Similar to Dan, Reeve is also a soldier by profession, unconventional special forces as specifically referred to.
SPOILERS: The XOF keyword is included because the story does at least imply Reeve not only worked for XOF before arriving in Dite, but was among the soldiers destroying the original Mother Base at the end of Ground Zeroes, and he even recognizes The Captain early on as a survivor from Mother Base itself. He recognizes he needs help to survive in Dite, so puts aside his faction conflict with The Captain to work with him to that end.

All This Has Led Up To One Thing: Mind Control on other friendly characters with the Charon Corps keyword only, regardless of Range and Line of Fire. May only give Move Actions with Mind Control.
It's Up To You, Heroes Without Names: Perplex and Probability Control on other Friendly characters with the Charon Corps keyword only, regardless of Range and Line of Fire. Cannot modify Damage Values.
If You're Hearing This, I'm Already On My Way To Purgatory (Willpower)
DESIGN NOTES: Goodluck is the man responsible for sending Charon Corps and The Captain to Dite to begin with, to try to investigate the Wanderers that sometimes showed up on Earth itself and try to stop them. Goodluck also pioneered the wormhole technology that even permitted travel to Dite or the teleportation gates that go around the world of Dite.
SPOILERS: Almost immediately after Reeve sends Chris back to Earth to hopefully recover the team later, Goodluck, in a post-humorous message by a recording, apologizes to the survivors for failing to save them. Goodluck and Chris are one and the same, and he reveals the wormholes also cross time, not just space. And the one that took Chris to Earth dropped him over the Philadelphia Experiment, far in his own past, and he ended up using the recordings Reeve made to "invent" the wormholes to begin with. Goodluck admits he didn't actually invent any of it, and doesn't apologize for using the advantage, because he was trying to help the Base Camp survivors eventually escape Dite and stop the Wanderers from eventually infecting Earth. He encourages the Base Camp survivors to at least stop the Wanderers even if Goodluck can't bring them back.

Powerful Legs: Leap/Climb, Sidestep, and Flurry. If Tracker moved 4 or less squares using Leap/Climb, after resolutions it may use Flurry at no cost.
Pirouette Kicks (Flurry)
Jagged Edged Legs (Blades/Claws/Fangs)
Leap Aside (Combat Reflexes)
It's Called A Tracker For A Reason (Super Senses)
Just As Emotionless As Any Wanderer (Battle Fury)
DESIGN NOTES: You might be wondering why I gave the generic enemies in Survive a Named keyword, Dite. At the time I was wanting them to have reason to be played thematically with themselves instead of only on Generic keyword teams. However I never got far in making more of them yet, so I might come back to them later. As for the Tracker, imagine a zombie ballerina kick-boxer whose legs are covered in jagged edges, who makes superhuman leaps, kicks the tar out of you, and senses you easily. They also spin in place with some kicks to have more than one chance to hit. They're very annoying to deal with for dodging and leaping after you so well.

Nice Knife!: When Senator Armstrong is the target of Blades/Claws/Fangs and reduces the damage to 0, the attacker may not use Blades/Claws/Fangs again until it clears action tokens.
Nanomachines, Son!: STOP. Invincible, cannot heal past this click.
Fuse The Pieces Back Together: Regeneration.
Behind World Marshall and Desperado (Stealth)
Super-human Leaps (Leap/Climb)
"Played College Football, You Know!" (Charge)
"Could've Gone Pro!" (Super Strength)
Clean On Paper (Mastermind)
Catch An HF Blade With His Bare Hand... (Invincible)
And Snap It! (Impervious)
"I'm Using War As A Business..." (Leadership)
"To END War As A Business!" (Perplex)
DESIGN NOTES: The man behind Desperado in Rising is also attempting to become the new US President, but here he's just a nasty brute who uses nanomachine infusion over cybernetic enhancement, and makes a pretty good case why nanomachines could be superior. His nanomachines seem to mostly be able to briefly infuse massive amounts of metallic elements in his skin or body parts to the point of near-indestructibility, but retain the flexibility of skin, somehow making it nearly impervious even to the HF blades that cleave normal metals easily in the series. Beyond that it also grants him immense strength and in one DLC, he can even reattached a severed hand and it fuses back into place like he never lost it.
SPOILERS: He doesn't get much screen time to spout off his motives, but yes, his damage text shows how much of a nutty hypocrite he is. His plan is to use the war economy the Patriots once had as a means to build up enough wealth to kick-start a world where it's survival of the fittest, and in Raiden's words, "You're not greedy...you're bat-$%@^ insane!" I included some of Armstrong's other lines such as his remarks he could've been a football pro as flavor text, something he says while literally punting Raiden in a brawl. Of course, with how ridiculed a meme his "Nanomachines, Son!" line has become, I couldn't resist including it in the text.

Returning Boomerangs: When Dirty Duck misses a RANGE attack, he may reroll the attack roll once.
Human Shields: Super Senses, Mastermind. If Dirty Duck evades an attack while adjacent to an opposing character that is not attacking him, that character becomes hit by the attack instead.
Run... (Running Shot)
And Hide (Sidestep)
Taking Time To Aim (Precision Strike)
Also Known As Coward Duck (Mastermind)
Even Set Traps... (Outwit)
If The Boomerangs Aren't Enough (Ranged Combat Expert)
DESIGN NOTES: I never actually played the game he's in or know much about his dialogue, so I went with what I did know to make him and take a chance to touch on the games prior to Metal Gear Solid in release date. Yes he really was called Coward Duck, similar to Howard The Duck, but they probably tweaked that on the US release to avoid copyright issues. No spoilers to mention here per say since I don't know enough about his appearance, but I do know the jerk uses human shield hostages in the fight to try to keep Snake from fighting back while using boomerangs as a weapon to attack with, so he wouldn't necessarily run out of ammo. He also set up traps to help keep Snake from getting too close to him.

Ground Control, I'm Coming Home!: When The Fury would be KO'd by an opposing attack, before removing him from the map, immediately use Pulse Wave with a range of 5, Attack value of 11, and Damage value of 3. After the attack resolves, KO The Fury normally. Protected: Pulse Wave.
Cosmonaut Flight Suit: Passengers: 0 and modify Speed +2 during MOVE.
Thick Spacesuit (Toughness)
Hard To See Through The Flames (Energy Shield/Deflection)
I Saw The World In Flames (Range Combat Expert)
My Suit! G@% D@^# IT! (Perplex)
DESIGN NOTES: I kind of wasn't sure how to price him or work on his fly-by flamethrowing attacks and also make a reference to his extreme profanity when his suit's damaged. I might need to come back and tweak his Perplex to only affect certain combat values so he's not buffing his Damage up or something, but until I figure that out I raised his cost to 120 from 90.
SPOILERS: Only three things on his card reference any lines spoken by him, his Damage Powers being two of them. He was an un-recorded Russian cosmonaut at one point, during a testing period where Russia was trying to beat the US in the Space Race by taking reckless risks. The Fury ended up nearly immolated alive on re-entry, and that's where his RCE power name comes from. His trait is a nod to the unusual demise he has, crashing himself into the ceiling of a tunnel and somehow this sets off a massive wave of fire with almost ghostly apparitions in it chasing Naked Snake through the tunnel until he barely escapes. This might be partly a nod to his extreme emotion of rage affecting the supernatural world, but it's a one-time trick that didn't work in game, so I chose it to be Pulse Wave here, instead of an auto-hit.

Reason: Raised point cost.
Such An Exquisite Meme (Perplex)
You Can Die With A Clean Conscience (Exploit Weakness)
DESIGN NOTES: Possibly one of the most powerful cyborgs Raiden faces, Monsoon displays magnetic powers close to Magneto-levels, but seems incapable of moving people or other cyborgs directly with them, only his own body is affected by his magnetic fields in that sense. His body is literally sectional and held together by magnetic fields that let him actually split his body up and move the pieces around at will, or when he uses it on other objects, he can lift tanks or helicopters to throw as weapons. One trick of his with his splitting is he can extend his hands yards away from his body to strike with his sais, so I included Giant Reach.
SPOILERS: Monsoon chides Raiden's idea of defending the weak as a "pretty meme", but also noting Raiden was using it more as a justification for killing Desperado's cyborg soldiers. Between Monsoon's lecturing Raiden about his views of "nature" and the idea of memes, and Sam's demoralizing efforts on Raiden to make him think he heard enemy soldiers' internal thoughts of fright and fear of dying, Raiden ends up realizing the truth about Monsoon's assertion he was only using the "tool of justice" meme as just a shield to try to deny he enjoyed killing. Once Raiden quits lying to himself he enjoys the killing to get revenge for his being forced into being a child soldier and Desperado's actions against Raiden, plus their plot to force more child soldiers to be used, Raiden releases his pain inhibitors and inner rage and tears Monsoon apart in the following fight despite Monsoon's immense magnetic abilities and ability to near-effortlessly dodge Raiden's blade strikes at times. Raiden counters the dodging by forcefully embedding Monsoon's whole body into a concrete wall to trap it in place for him to slice to ribbons.

Feel The Sorrow Of Those You Have Killed: The Sorrow's Damage Value cannot be increased. When The Sorrow attacks an opposing character, instead of normal damage, he deals 1 penetrating damage for each character the target has KO'd this game -OR- penetrating damage equal to the target's printed Damage Value, whichever is higher.
Incorporeal (Phasing/Teleport)
Bring The Rain (Smoke Cloud)
A Host Of Sorrows (Incapacitate)
A Medium (Super Senses)
And A Ghost (Regeneration)
Visible Only To A Few (Shape Change)
Cryptic Help (Perplex)
One Must Live, And One Must Die (Probability Control)
DESIGN NOTES: The Sorrow is one of the more extreme departures of the series into the supernatural, being literally a ghost by the events of Snake Eater, and mostly not directly interfering in events for anyone, but giving Naked Snake subtle and silent hints with visual clues. However, he does confront Naked Snake later in a surreal and unusual encounter.
SPOILERS: It's explicitly mentioned in-game that at one point The Sorrow and The Joy (also called The Boss) were lovers before the changing political environment forced them on opposite sides of the America/USSR Cold War. They were forced to confront each other in a situation where one of them had to die for the other's mission to succeed, and The Sorrow tells The Joy his line in his Prob Control, choosing to let himself be the one to die for her sake. Once he's dead he gets a whole new connection to the spirit world than he had as a medium while alive. He forces Naked Snake in a near-death experience to suffer the pain of those Naked Snake has killed up to that point, including any and every soldier the player has killed up to that point, and the other members of the Cobra Unit since they each were rigged with a micro-bomb to trigger on their defeat to try to prevent their weapons and remains from being secured by the enemy. Though in V it's pretty well implied The End's corpse was still intact enough to recover something useful from. As for Naked Snake's encounter with The Sorrow, should he make it to the end of it, the game makes a sort of unusual trick to win, first making the player think they died anyway, but using a revival pill, normally used to recover from a false death pill, wakes him up and he continues his mission after nearly drowning. In 4, The Sorrow makes one more appearance to round up Psycho Mantis' spirit from lingering in the living world.
DESIGN NOTES: The Fear is a traps and scare-tactics specialist but also a marksman with two crossbows, a regular size and a pistol-size one. For both he likes to coat the bolts in poison, citing at one point using Brazilian Wandering Spider venom on at least one bolt he hits Naked Snake with before their fight begins. The Fear also uses an early prototype of the Stealth Camouflage famous in the game to make himself nearly but not perfectly invisible, but his prototype feeds on the bio-energy of the user and rapidly drains their stamina, making them ravenously hungry after awhile and shutting-off automatically when they get too drained. He can and will, in his jungle ambush, stop to hunt animals to eat similar to Naked Snake's needing to find his own food during his long mission.
SPOILERS: Not a lot to spoil now, so instead I'll highlight a devious tactic to make him weaker and keep him from re-using his stealth. One can capture all the animals in the area beforehand and throw out a bunch of poisonous or spoiled food, and in his desperation, The Fear will rush after these items to eat and only realize after ingestion he's been tricked, losing more stamina and eventually having to throw up the poison, leaving him vulnerable to be attacked when he has to come out of the trees to do so.
Skilled Enough To Slice A Fired Bullet (Precision Strike)
High Frequency Sword (Blades/Claws/Fangs)
Evade Faster Than Human Reflexes (Super Senses)
Reflexes Boosted (Combat Reflexes)
Cut Through Reinforced Concrete (Exploit Weakness)
I've Come From A World Where Such Words Are Meaningless (Battle Fury)
DESIGN NOTES: Cochis already did a dial for the Cyborg Ninja earlier in the thread, but I couldn't help but try one myself. The fight with him stands out in the series as one of a few where the player needs to stop using firearms and resort to hand-to-hand to win, as the Ninja has too good reflexes and skill with his sword for bullets to be much use.
SPOILERS: Doesn't take long into the game for Snake to realize the ninja is his former friend, and a mercenary who served under Big Boss, codenamed Gray Fox, and it's stated by Liquid that he's the only soldier who ever earned the codename of Fox. He also saves Snake a few times before their fight, including forcing Ocelot to flee when he slices off Ocelot's hand, and clearing out a troop of soldiers guarding Otacon. Late game Fox returns with some kind of energy cannon arm modification and helps disable Metal Gear Rex's Raydome system, but sustains fatal wounds in the exchange before Liquid Snake mercilessly uses Rex to crush Fox under it's foot.
