Each pack will contain 15 cards including one UDE Points card, which players can collect and redeem online for Vs. System accessories. Some packs will also contain a randomly inserted foil card from a complete parallel set.
This should answer your question. Foils will be the same as MVL and yes there are 15 cards per pack. INCLUDING one point card.
This set could use some Dual Affiliation to 'cheat' the roster sizes down, as well as go with a slightly smaller ammount of 'generic' content than Marvel Legends did [using the tried and true method of 'half-stamping' cards, so they are both a generic, and a team specific card].
If they do that, they could possibly fit more teams into the set.
The JLA and Titans have some crossovers [Wally West being a bit one, but there are other members that, while they didn't serve on both teams at that same time ... did serve on both teams]. More importantly, the Injustice Gang and Secret Society could have a LOT of dual affiliated characters if they wanted to do what they did with Birds of Prey and Gotham Knights in DWF. Again, they never really had simultaneous memberships, as the groups alternate, but their rosters have had many of the same people. Similarly, the "legends" like Lex, would be on both rosters.
If they include the current incarnation of the Injustice League ... Injustice Gang has access to most of the Injustice Gang guys.
Also, Deathstroke as a member of "The Society" [i.e. VU] if that incarnation is included, would let him get the legacy treatment there while still not having a full team [which would mean no Titans East]
Still, if they use dual affiliation in this why [like with the Birds], they could easily make the two 'main' villain teams compact enough to include three "minor" teams in the extra space, plus the Doom/Shi'ar/Unaffiliated character section of Marvel Lengeds. Each team would be about the size of Doom, if not smaller. Again, dual affiliation would let some of the Doom Patrol be members of the Titans, while still giving them basically a full roster [maybe even enough versions of Robot Man for him to get Legend Status, in addition to Beast Boy]. Merlyn and Talia, two of the likeliest "secondary" legends for the League of Assassins would both be members of the Society, so using dual affiliation would mean that the League wouldn't need a lot of space, mostly Ra's and army [similar to Doom in MVL]. As for Deathstroke, if he can fit in, with the Titans East, you could have Cassandra Caine dual affiliated with League of Assassins ... Duela Dent and Risk could also be dualed with the Titans. Also, Terra, Ravager, and perhaps Jericho could be dualed with Deathstroke/Titans, while Geo Force could be dualed Deathstroke/JLA ... although so far he hasn't seemed to be doing the job of traitor. Even Nightwing had a bit of a team-up with Slade.
He was awesome on Super-Friends ... it's ALL about the voice. They need to put voice chips in the comic books and on the card so people recognize how awesome he actually is.
I hate to bring a bit of a downer to this thread, but seeing that we just had Doom reprinted in MVL, and Injustice Game is going to end up in DC Legends...

D/IG was never a dominating force in the metagame, really. A cool archetype / spin-off type thing that could draw nasty hands, but that was about it. If the existence of Doom and Injustice Gang in the same Silver Age deck is why we should be concerned, I think you can rest assured that there's nothing degenerate here.
