First, some people can't stand to see other people having fun. In the real world they become nuns or IRS workers; here they become moderators.

I think that story was about Superman ending the war, and it was commissioned by LIFE Magazine?
It was Superman capturing Stalin and Hitler and bringing them tot he Hague to stand trial for their respective crimes And ending WW2. I think it may've been commissioned by the US Military.

Half your answer is correct. It was about capturing Hitler and Stalin and bringing them in to be tried thus ending the war. However the second part is incorrect.
